About this file
This is Request for Proposals Addendum #1 issued by the Minnesota Department of Information Technology Services (MNIT) in partnership with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design (AELS) and the Minnesota Board of Accountancy (BOA) for a cloud-based, vendor-managed SaaS Licensure and Compliance System (LCS). The addendum modifies the original RFP by extending the proposal submission deadline from June 22, 2026 to July 9, 2026 at 2:00 PM Central Time and revising Section 3.4.14 regarding User Account & Profile Management to clarify system requirements for self-service applicant and licensee profile management, address validation, name changes with documentation, communication preferences, firm affiliations with inline validations and audit logs, seamless single sign-on with multi-factor authentication, and digital accessibility compliance with State and WCAG 2.2 AA standards. The system will serve approximately 40,000 applicants and licensees across eight professional fields and must support electronic application intake, renewals, reinstatements, firm licensing, continuing education tracking, complaint and investigation management, and board workflows.
The vendor must achieve GovRAMP Authorization at the Moderate Impact Level by April 1, 2027, demonstrate WCAG 2.2 AA accessibility compliance, and comply with NIST Special Publication 800-53 (Revision 5) security standards. Professional liability insurance requirements include $2 million per claim and annual aggregate coverage and $2 million per occurrence and annual aggregate network security and privacy liability coverage. All work must be performed within United States borders, and the anticipated contract term runs from July 2026 through June 2027 with options to extend up to four additional years in State-determined increments, with a projected system deployment date of June 30, 2027. Evaluation uses a two-tier methodology with 1,000 base points in Tier 1 (Work Plan, Functional Requirements and Self-Assessment, Qualifications and Experience, Quality Assurance and Control, Accessibility, and Cost Detail) plus up to 120 preference points for certified targeted group, economically disadvantaged, or veteran-owned businesses, and Tier 2 includes Interviews, Demonstration, and Cost Detail with an additional 120 preference points. Responses must be submitted through the SWIFT Supplier Portal, and late responses will not be accepted.
