About this file

This is an Addendum #2 to a Request for Proposals issued by the Minnesota Department of Information Technology Services (MNIT) in partnership with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design (AELS) and the Minnesota Board of Accountancy (BOA) for a Licensure and Compliance System (LCS). The addendum revises the RFP due date from July 9, 2026 to July 28, 2026, with responses required by 2:00 PM Central Time. The RFP seeks a cloud-based, vendor-managed SaaS licensing and compliance system to replace legacy systems serving approximately 40,000 applicants and licensees across eight professional fields. The system scope includes electronic application intake, renewals, reinstatements, firm licensing, continuing education tracking and audits, complaint and investigation management, and board workflows. The anticipated contract term runs from July 2026 through June 2027, with options to extend up to four additional years in State-determined increments, with a projected system deployment date of June 30, 2027.

The system must include role-appropriate staff and public portals, configurable rules and workflows without code modification, and integrations with LoginMN SSO/MFA, US Bank payment gateway, Secretary of State, Commerce Department, and Management & Budget. The vendor must achieve GovRAMP Authorization at the Moderate Impact Level by April 1, 2027, demonstrate WCAG 2.2 AA accessibility compliance, and comply with NIST Special Publication 800-53 (Revision 5) security standards. Professional liability insurance of $2 million per claim and annual aggregate and network security and privacy liability of $2 million per occurrence and annual aggregate are required. All work must be performed within United States borders. Evaluation uses a two-tier methodology with up to 1,120 total points in Tier 1 and up to 1,120 points in Tier 2, with preference points available for certified targeted group, economically disadvantaged, or veteran-owned businesses. No specific contract value is provided in the addendum.
