About this opportunity

Lakeland Electric is requesting proposals for replacement of the MGT1 water mist fire protection system at its 17 MW gas turbine generating station, with proposals due July 24, 2026. The system must be self-contained, high-pressure, and operated exclusively by stored-pressure nitrogen/water cylinders with electrically supervised solenoid-operated valves — electric motor-driven pumps are prohibited. Work is scheduled to occur during a planned outage from September 13–19, 2026.

The scope encompasses complete removal of the existing obsolete CO2 fire suppression system and installation of the replacement water mist system, including water mist cylinder packages, nitrogen driver and water storage cylinders, distribution piping and nozzles, heat detection devices, manual and abort release stations, horn/strobe notification appliances, a new Fire Alarm Control Panel with programmable releasing logic, and integration with existing plant alarm systems. The system must comply with NFPA 750 and NFPA 72 standards and all applicable state and local codes. Deliverables include engineering calculations, functional testing, commissioning with Authority Having Jurisdiction witnessed acceptance testing, complete documentation and as-built drawings, and operator training. Bidders must address comprehensive freeze protection for all outdoor and low-temperature exposed components through insulated enclosures, heat trace systems, or cabinet heaters with associated controls and monitoring.

Proposals must follow a 24-line-item pricing format with itemized costs for components and services, submitted via Attachment L. Bidders must complete and submit the Contractor Annual Audit Form, Contractor Safety Evaluation Form, Human Trafficking Affidavit, and Indemnification Agreement documents. The indemnification obligations extend to the City of Lakeland, the State of Florida Department of Transportation, and their respective officers, directors, agents, and employees, with the contractor required to defend and hold harmless all parties from liabilities arising from negligence, recklessness, or intentional wrongful conduct.

No specific contract value, contract term, incumbent information, or evaluation criteria weights are stated in the available documentation.

Opportunity text

Lakeland Electric intends to replace the existing MGT1 fire suppression system with a self-contained high-pressure water mist fire protection system. The system shall not use electric motor-driven pumps. System operation shall be by stored-pressure nitrogen/water cylinders and electrically supervised solenoid-operated valves.

Actual work completed that would make MGT1 unavailable from 9/13 to 9/19 if possible. We have a planned outage for MGT1 during that period.
