About this file

This is a management justification memorandum and related state and local contract opportunity from Lakeland Electric, a Florida-based utility, for the replacement of an obsolete CO2 fire suppression system at the MGT-1 17 MW gas turbine generating station. The project involves replacing the existing carbon dioxide fire suppression system with a self-contained high-pressure water mist fire protection system that utilizes stored-pressure nitrogen/water cylinders and electrically supervised solenoid-operated valves rather than electric motor-driven pumps. The facility, which houses high-energy rotating machinery, pressurized fuel systems, lubricating oil systems, and electrical equipment, requires this replacement to address system obsolescence and maintain code compliance. Lakeland Electric has identified a planned outage window from September 13 to September 19 during which the actual work should be completed to make MGT-1 unavailable for the minimum necessary duration. Bidders are required to submit Attachment L with their pricing proposals.

The replacement of the current system is justified by the unavailability of replacement parts for the obsolete control equipment and the need to maintain regulatory compliance and insurance coverage for critical generation assets. The water mist fire protection system is preferred because it eliminates the need for concentration tests and door fan tests, which have historically been difficult to pass at this facility. The project addresses significant operational risks associated with potential system failure during a turbine fire event, which could result in equipment damage, extended outages, and financial loss. No specific pricing terms, funding sources, or contract award dates are detailed in the provided documentation.

MANAGEMENT JUSTIFICATION MEMORANDUM

Project: CO₂ Fire Suppression System Replacement – MGT-1 (17 MW Gas Turbine Station)

Purpose This memorandum provides justification for the replacement of the existing carbon dioxide (CO₂) fire suppression system at the MGT-1 17 MW gas turbine generating station. The replacement is necessary to address system obsolescence and to maintain an operable, code-compliant fire protection system.

Facility Overview MGT-1 is a 17 MW gas turbine generating unit supporting critical generation capacity. The facility contains high-energy rotating machinery, pressurized fuel systems, lubricating oil systems, and electrical equipment. Most protected areas are normally unoccupied, with one sealed cab area that may be intermittently occupied.

Existing System Condition The existing CO₂ fire suppression system utilizes obsolete control equipment that is no longer supported by the manufacturer. Replacement parts are limited or unavailable, increasing the risk of system failure. Continued reliance on this system presents unacceptable life-safety, asset-protection, and operational risks.

Regulatory and Insurance Considerations Industry standards and insurance carriers require power generation facilities to maintain operable and reliable fire protection systems. Operating with an obsolete or unsupported suppression system increases liability exposure and may impact insurability.

Risk of Non-Replacement Failure to replace the system could result in delayed or failed fire suppression during a turbine fire event, leading to extensive equipment damage, prolonged outage, potential personnel hazard, and significant financial impact.

Proposed Solution The proposed project replaces obsolete system components with a Water Mist Fire Protection system. Water mist systems are effective and do not require concentration tests or door fan tests, which are very difficult to pass and have been an issue at Lakeland Electric Recommendation It is recommended that management approve the CO₂ fire suppression system replacement project to ensure continued safe operation of MGT-1, protect critical assets, and maintain regulatory and insurance compliance.
