About this file
This is a Scope of Work document for Lakeland Electric's MGT1 Water Mist Fire Protection System Replacement project located in Florida. The project involves the complete removal of an existing obsolete fire suppression system and installation of a new self-contained, high-pressure water mist fire protection system that operates via stored-pressure nitrogen and water cylinders with solenoid-controlled valves rather than motor-driven pumps. The scope encompasses all labor, materials, engineering, equipment, programming, testing, commissioning, documentation, and training necessary for system installation. Key deliverables include water mist cylinder packages, nitrogen driver and water storage cylinders, complete replacement of distribution piping and nozzles, new heat detection devices, manual and abort release stations, horn/strobe notification appliances, a new Fire Alarm Control Panel with programmable releasing logic, and integration with existing plant alarm systems. The system must comply with NFPA 750 and NFPA 72 standards, manufacturer requirements, and all applicable state and local codes. Lakeland Electric has identified a planned outage window from September 13-19 for completion of the actual work, during which MGT1 would be unavailable.
The pricing proposal requires bidders to submit itemized costs across 24 line items ranging from individual system components such as cylinders, valves, and detection devices to integrated services including engineering calculations, functional testing, commissioning with Authority Having Jurisdiction (AHJ) witnessed acceptance testing, documentation, and operator training. Bidders must also address comprehensive freeze protection requirements for all outdoor and low-temperature exposed components through methods such as insulated enclosures, heat trace systems, or cabinet heaters, with associated power supplies, controls, and monitoring included in the scope. All supporting documentation including engineered drawings, hydraulic calculations, equipment data sheets, FACP programming logic, wiring diagrams, inspection and test reports, operation and maintenance manuals, and as-built drawings must be provided. Bidders are required to submit Attachment L with their pricing proposal. No motor-driven pump systems will be accepted; the proposal must be for a self-contained system operated exclusively from stored nitrogen and water cylinders.

MGT1 Water Mist Fire Protection System Replacement Summary The previous CO₂ replacement project has been cancelled. Lakeland Electric intends to replace the existing MGT1 fire suppression system with a self-contained high-pressure water mist fire protection system. The system shall not use electric motor-driven pumps. System operation shall be by stored-pressure nitrogen/water cylinders and electrically supervised solenoid-operated valves.
Scope of Work Provide all labor, materials, engineering, equipment, programming, testing, commissioning, documentation, and training required to remove the obsolete existing MGT1 fire suppression system and install a new UL/FM-listed or approved self-contained water mist fire protection system.
System Components
• Self-contained water mist cylinder package, nitrogen driver cylinders, water storage cylinders, cylinder racks, valves, gauges, pressure switches, discharge hoses, fittings, supports, and associated hardware.
• No motor-driven pump skid or electrically driven water pump.
• Solenoid-operated release valves and/or selector valves as required by final design.
• Complete replacement of existing distribution piping, nozzles, tubing, fittings, supports, and related discharge components.
• Complete replacement of temperature detection devices/heat detectors.
• New manual release pull station.
• New abort station if required by system design and code.
• New horn/strobe notification appliance(s).
• New siren/pre-discharge audible warning device.
• New Fire Alarm Control Panel/releasing panel compatible with the water mist system.
• New wiring and conduit as required where existing wiring or conduit is unsuitable, damaged, obsolete, or incompatible.
• New warning signs and operating instructions.
• Integration with existing plant alarms or supervisory circuits as required.
System Requirements The system shall be designed specifically for the MGT1 protected hazard and shall comply with applicable NFPA 750, NFPA 72, manufacturer requirements, AHJ requirements, and all applicable state and local codes.
The releasing FACP shall include programmable releasing logic, supervised releasing circuits, event history, LCD annunciation, battery backup, alarm/supervisory/trouble monitoring, and compatibility documentation.
Freeze Protection Requirements The proposed water mist fire protection system shall include a complete means of freeze protection for all system components exposed to outdoor or low ambient temperature conditions.
Freeze protection may include, but is not limited to:
• Insulated or conditioned enclosure(s)
• Heat trace systems
• Cabinet heaters
• Environmental controls
• Manufacturer-approved freeze protection methods
• Other engineered solutions proposed by the contractor
The contractor shall identify the proposed freeze protection method in the bid documents and shall demonstrate that the system will remain fully operational and compliant under expected site environmental conditions.
Freeze protection scope shall include all applicable piping, valves, cylinders, tubing, manifolds, nozzles, actuators, and associated components subject to freezing temperatures.
Any required power supplies, controls, supervision, alarms, or monitoring associated with the freeze protection system shall be included in the contractor’s scope of work.
The freeze protection design shall comply with manufacturer requirements, NFPA 750, NFPA 72, applicable electrical codes, and all applicable state and local codes.
Testing and Commissioning Vendor shall perform complete functional testing of all initiating devices, releasing circuits, solenoids, pressure switches, alarms, strobes, sirens, supervisory signals, time delays, abort functions, and discharge logic. Vendor shall support AHJ-witnessed acceptance testing and provide all required inspection tags, test reports, commissioning documentation, and training.
Documentation Required Vendor shall provide engineered drawings, hydraulic/design calculations, equipment data sheets, FACP programming logic, battery calculations, wiring diagrams, inspection/test reports, acceptance documentation, O&M manuals, spare parts list, and as-built drawings.
