About this file
This is a scoring document for a fire system upgrade project submitted by Lakeland Electric in Florida. The project involves the replacement of the existing MGT1 fire suppression system with a self-contained high-pressure water mist fire protection system. The new system shall operate via stored-pressure nitrogen/water cylinders and electrically supervised solenoid-operated valves, with no electric motor-driven pumps. Lakeland Electric has identified a planned outage window from September 13-19 during which actual work completion is preferred to minimize operational disruption to MGT1. Bidders are required to submit Attachment L as part of their pricing proposal.
The scoring document establishes evaluation criteria for assessing proposals submitted in response to this fire system replacement opportunity. Specific pricing terms, set-asides, incumbent information, and detailed funding requirements and sources are to be referenced in the associated bid documents and pricing proposal submissions. The document serves as the basis for evaluating and comparing qualified bids to determine the most advantageous proposal for Lakeland Electric.

Evaluation Criteria The criteria used to score vendor responses during the evaluation process
· 1. PROJECT COST
Total proposed project cost including equipment, labor, programming, testing, commissioning, training, and documentation. Lowest cost proposal will receive maximum points. Other proposals will be scored proportionally based on their cost relative to the lowest responsive and responsible bidder. Cost transparency, completeness, and clarity of pricing will also be considered.
Scoring Method:
Points Based Weight (Points):
55 (55% of Total)
· 2. TECHNICAL QUALIFICATIONS AND EXPERIENCE
Demonstrated experience installing, programming, testing, and commissioning Water Mist fire suppression systems and releasing fire alarm control panels compliant with NFPA 12 and NFPA 72. Experience with Water Mist systems, selector valves, releasing control panels, and power generation facilities will be strongly preferred. Vendor must identify certifications, licenses, manufacturer training, and qualifications of personnel assigned to the project.
Scoring Method:
Points Based Weight (Points):
15 (15% of Total)
· 3. COMPLIANCE WITH TECHNICAL SPECIFICATIONS AND SYSTEM DESIGN
Degree to which the proposed equipment and system design meet or exceed project specifications, including UL listing, NFPA compliance, cross-zone logic capability, battery backup, and compatibility with existing piping and detection systems. Quality, reliability, and suitability of proposed control panel, cylinders, solenoids, and related components will be evaluated.
Scoring Method:
Points Based Weight (Points):
10 (10% of Total)
· 4. SAFETY RECORD AND SAFETY PROGRAM
Vendor’s safety performance record, including OSHA recordable incident rate, lost time incidents, and overall safety program effectiveness. Vendor shall demonstrate safe work practices, compliance with OSHA standards, and experience working safely in industrial and power generation Scoring Method:
Points Based Weight (Points):
10 (10% of Total)
· 5. PROJECT EXECUTION PLAN, TESTING AND COMMISSIONING
Vendor’s proposed plan for installation, system programming, functional testing, commissioning, documentation, and training. Includes ability to complete system testing, provide operator training, deliver complete documentation, and support AHJ acceptance testing. Clarity and completeness of execution plan will be evaluated.
Scoring Method:
