About this opportunity
Texas Workforce Commission is requesting bids for janitorial services at two locations — 400 East Hackberry Avenue in McAllen and 1359 Lomaland Drive, Suite 300 in El Paso — under IFB 3202700007, with bids due August 12, 2026 at 10:00 a.m. Central Time. A VetHUB Subcontracting Plan with a 6.50 percent subcontracting utilization goal for veteran-owned small businesses is required.
Bidders may submit proposals for either or both locations. The scope comprises daily restroom cleaning (twice daily — once during normal working hours and once outside normal hours), daily janitorial services five times per week after hours, weekly deep-cleaning, monthly maintenance, and quarterly specialized cleaning. The McAllen facility is approximately 30,000 square feet and requires a day porter between 11:30 a.m. and 1:30 p.m., two evening porters arriving after 6:00 p.m. with completion before 7:00 a.m., and one evening supervisor. All fluorescent lamps and floor waxes must be UL approved and anti-skid or anti-slip. TWC supplies consumable items including light bulbs, lamps, paper products, hand soap, and ice melt; the vendor provides all other supplies and equipment. Weekly written performance reports to the TWC Contract Administrator are mandatory.
Historical compensation for similar contracts ranges from $34,405 to $52,560 per fiscal year per location. Pricing submitted must be all-inclusive on the required Cost Sheet form with no additional reimbursable expenses. Renewal terms may include price adjustments tied to CPI-W or PPI, limited to maximum 4 percent increases per contract term or any amount of decrease. Bidders must submit electronically to VendorProposals@twc.texas.gov the Execution of Bid (Form 1), Cost Sheet (Form 2), Financial Questionnaire (Form 3), VetHUB Subcontracting Plan (Form 4), and TWC Substitute W-9 and Direct Deposit Form (Form 5). Site visits are permitted July 16 through August 3, 2026 by advance approval. Questions are due July 31, 2026 at 5:00 p.m. Draft VetHUB Subcontracting Plans may be submitted for courtesy review by July 24, 2026. The initial contract term runs September 1, 2026 through August 31, 2027 with options for four additional one-year renewals. Contract awards are anticipated by August 15, 2026 with an anticipated start date of September 1, 2026 or upon contract execution, whichever is later. TWC reserves the right to cancel, make partial awards, or decline to award at its sole discretion.
