About this file

This document is an overview of a Purchasing Cooperative (PAR) framework, a cooperative purchasing arrangement utilized by multiple Texas governmental entities and agencies. The PAR structure enables participating jurisdictions to leverage collective purchasing power for janitorial services across multiple locations, including facilities in McAllen and El Paso. The overview outlines how member agencies can access pre-negotiated contracts and pricing through the cooperative model, allowing individual entities to issue task orders or purchase orders against the established agreements rather than conducting independent procurements. The framework supports standardized service delivery across participating municipalities while maintaining flexibility for location-specific requirements and service specifications.

The cooperative purchasing model allows member agencies to benefit from negotiated pricing and terms established through the primary procurement process, reducing administrative burden and procurement timelines for individual entities. Participating agencies may utilize the PAR contracts for janitorial services including routine cleaning, maintenance, and specialized services as needed. The structure accommodates various funding sources including municipal budgets, departmental allocations, and operational funds from individual member jurisdictions. This approach enables cost efficiency through volume purchasing while maintaining accountability and compliance with Texas procurement regulations applicable to governmental entities.
