About this opportunity

The West Virginia Department of Administration Purchasing Division is requesting proposals for maintenance and operations services for the WV PATH (West Virginia People's Access to Help) integrated eligibility system, with proposals due June 16, 2026 at 1:30 p.m. ET and vendor questions due April 24, 2026. The Federal Funds Addendum establishes dual procurement evaluation pathways—one for state funds and one for county/local federal funds—with potential single or multiple contract awards depending on evaluation outcomes.

WV PATH integrates Medicaid, CHIP, SNAP, child support enforcement, child welfare, foster care, adoption services, and approximately 25 other state and federal assistance programs. The scope encompasses full maintenance and operations support, including management of approximately 120 active interfaces with federal agencies (Social Security Administration, IRS, CMS), state agencies, and third-party vendors; support for over 400 reports across multiple systems (Cognos, SQL, Mainframe/COBOL, PATH UI); and maintenance of more than 600 documents and correspondence types across child welfare, child support, child care, and integrated eligibility functions. The vendor must maintain all existing interfaces, support Spanish-language correspondence, provide 24/7 technical support with two-hour after-hours response time, and achieve FedRAMP certification if proposing cloud-based solutions.

The vendor must staff a PATH Account Manager (8 years experience), Deputy Account Manager/Operations Manager (4 years experience), Project Manager (PMP certification, 4 years experience), System Manager (8 years experience), Test Manager (4 years testing experience), Security Manager (CISSP or CISA certification, 5 years security experience), and additional specialized Line of Business Managers. All Key Staff must be on-site up to 50 percent of the time with at least one week's notice.

The contract is a fixed-price award with an initial four-year term and one six-year renewal option. The vendor receives an annual pool of up to 180,000 modification and enhancement hours per year and up to $400,000 in annual direct costs, neither guaranteed. The vendor assumes all software and hardware licensing costs, including renewal of existing licenses. Full responsibility begins no sooner than November 16, 2025, and no later than November 17, 2025. The State retains sole ownership of all data, procedures, applications, and software; the vendor must place source code in third-party escrow. Proposals are limited to 450 pages and must be submitted in hard copy format to the Department of Administration Purchasing Division, 2019 Washington Street East, Charleston, WV 25305. All work must be performed within the continental United States. No pre-bid meeting will be held. An Addendum 1 has been issued; vendors must acknowledge receipt of all addenda with their bid. Small, women-owned, or minority-owned businesses may request preference consideration if properly certified under W. Va. CSR 148-22-9. Contact: Crystal G. Hustead, crystal.g.hustead@wv.gov or 304-558-2402.
