About this file
This is a Request for Proposal (RFP) appendix document for the West Virginia Department of Human Services (DHS) soliciting maintenance and operations (M&O) services for the WV PATH (West Virginia People's Access to Help) integrated eligibility system. The document establishes comprehensive requirements for managing and supporting an enterprise-wide platform that integrates multiple human services programs including Medicaid, CHIP, SNAP, child support enforcement, child welfare, foster care, adoption services, and numerous other assistance programs. The RFP outlines detailed deliverables organized across multiple phases: Project Planning and Transition (40% of project costs), Solution Documentation (10%), Certification (20%), and Project Closeout (10%). Key deliverables include transition plans, project management documentation, security and business continuity plans, system design documents, testing protocols, user documentation, and training materials. The vendor must establish staffing that includes a PATH Account Manager (8 years experience), Deputy Account Manager/Operations Manager (4 years experience), Project Manager (PMP certification, 4 years experience), multiple Line of Business Managers, System Manager (8 years experience), Test Manager (4 years testing experience), Security Manager (CISSP or CISA certification, 5 years security experience), and additional specialized roles in change control and deliverables management.
The RFP encompasses 14 primary business areas covering business relationship management, client management, eligibility and enrollment, financial management, operations management, provider management, security, service management, and utilization management across approximately 25 state and federal assistance programs. The specification checklist contains over 200 business and technical requirements covering system interfaces with federal and state agencies, data exchange protocols, eligibility determination processes, benefit payment functionality, reporting capabilities, and compliance with federal standards including ACF Child Support Enforcement guidelines, CMS security requirements, and IRS Publication 1075 safeguard requirements. The vendor must maintain all existing interfaces, develop comprehensive interface inventories, support multiple data verification systems, and implement robust security controls including penetration testing, role-based access controls, and incident response procedures. The solution must support Spanish language correspondence, provide 24/7 technical support with two-hour response time for after-hours calls, and maintain service level agreements tied to system availability and performance metrics throughout the M&O contract period.
