About this file

This file is a comprehensive master report inventory document for the West Virginia Department of Health and Human Resources' PATH (Public Assistance and Technology Hotline) system, which serves the state's child welfare and adult protective services programs. The inventory catalogs over 150 reports organized by functional area, including child protective services, foster care, adoption, court proceedings, IV-E claiming, client accounts, and federal reporting requirements. The document details each report's current technology platform (primarily FREDI and Cognos-based systems), planned technology migration to PATH, refresh frequency (ranging from real-time on-demand to annual), data retention policies, audience access levels, and historical legacy report identifiers. Key functional areas include NCANDS agency statistics, IV-E eligibility and claiming dashboards, court performance metrics, provider licensing tracking, workload management, case management, and compliance reporting for federal programs such as AFCARS and CADENCE.

The inventory reflects an ongoing system modernization initiative, with multiple reports slated for retention, merger, redesign, or deferment based on state priorities and changing federal requirements, particularly regarding the Child and Family Services Review (CFSR) indicators that are transitioning to round 4 standards. Several reports are marked for post-implementation maintenance development, indicating that the current state of design is incomplete pending further analysis or functional clarification. The document includes extensive notations tracking decision history, configuration items, state action items, and outstanding questions related to data sourcing, filtering, parameter standardization, and functional overlap among legacy reports, demonstrating an active governance process involving state stakeholders, system developers (Optum and CGI), and end-user representatives across child welfare, adult services, and financial administration divisions.

In addition, summary information on this report was formerly sourced from the following legacy reports: CPS5220 'Drug Affected Infant' and No ID (RFP R0328/R0329) 'Time to First Contact Report (M-Force Reports Folder)'. The latter two legacy reports are not considered part of the CPS5090 and CPS5100 merge into PSS-ADM0010 because they are not replaced by PSS-ADM0010, they are retained separately in addition to PSS-ADM0010. CGI App: Partial Mike J Comment: The legacy system has a very robust query tool that sits in front of the IV-E determination module that providers the upfront GUI to allow the export of a focused and meaningful result set. How refined the query can get will in great part dictate how useful this tool is. There is a lot of flexibility to manipulate IV-E data in Cognos, but to make that trade the warehouse data would need to be changed to a daily refresh of the determination data. This needs further discussion with the state and CGI

As along as we have to report to the IRS regarding interest earned on the client accounts, we feel it is beneficial to retain this report. If there are any changes in the design of the client accounts or changes regarding the IRS reporting, then we would have to review this report at that time. (PS 7/30/20)

Per CW-135: Action Item: State to verify whether report is needed. If retained, what is frequency needed? (Tammy L, may include Lesa M).
