About this opportunity

The City of Long Beach is seeking a qualified organization to provide specialized substance use treatment services to justice-involved individuals under RFP HE-25-529, with proposals due October 8, 2025. A local preference of 5–10 extra credit percentage points applies to vendors maintaining a principal place of business within Long Beach city limits with a current business license and seller's permit.

The scope requires the awardee to serve individuals aged 15 and older arrested for, charged with, or convicted of a criminal offense who self-identify as needing substance use treatment. Services include inpatient and outpatient counseling, intensive outpatient programs, medication-assisted treatment, behavioral therapies, peer support, and wraparound care. The awardee must maintain a Long Beach service area and/or satellite office and must subcontract a minimum of 30 percent of total funds to small community-based organizations (those with 10 or fewer employees) for supplemental services including case management, life skills, peer support, housing support, and employment services.

The total contract funding is up to $1,201,075 over a three-year term with an option to renew for two additional one-year periods. The cost proposal must follow the City's performance-based template, with indirect costs capped at 10 percent. Key performance targets are 100 justice-involved individuals enrolled annually, 80 percent client completion rates reporting increased coping skills, and 80 percent non-recidivism rate by March 2028. The program is funded by the California Board of State and Community Corrections Proposition 47 Grant Program. Evaluation criteria are weighted as follows: Organizational Capacity & Experience (30%), Method of Approach (30%), Communications & Reporting (20%), Reasonableness of Cost (10%), and Commitment to Racial Equity (10%). An optional pre-proposal meeting is scheduled September 3, 2025 at 4:00 p.m. Questions are due September 17, 2025 by 11:00 a.m., with responses posted September 24. Under Proposition 47 restrictions, each organization may receive only one award across all Long Beach Reentry Services Program RFPs and cannot simultaneously serve as both primary contractor and subcontractor across multiple proposals. The Equal Benefits Ordinance applies to contracts exceeding $100,000.
