About this file
This is an Addendum No. 1: Q&A issued by the City of Long Beach Department of Financial Management for RFP No. HE-25-529 regarding the Long Beach Reentry Services Program - Substance Use Treatment. The addendum was issued on September 22, 2025, and modifies language in the original RFP. Proposers are required to acknowledge receipt of this addendum by signing and submitting it with their proposal; failure to submit the addendum may result in disqualification. An optional pre-proposal meeting video is available via link at https://youtu.be/YG3o7qslvjI. The City clarifies that it will not be responsible for or bound by any oral communication or information outside the official communication process unless confirmed in writing by the City Contact.
The addendum addresses eligibility requirements under Proposition 47 funding. Under Prop 47, each organization is limited to receiving only one award across the Long Beach Reentry Services Program RFPs. This restriction means that an organization may participate either as a primary contractor or as a subcontractor, but not in both capacities. If an organization is listed as a subcontractor on one proposal, it is ineligible to simultaneously apply as the main contractor for this or another LBRSP RFP. The addendum was prepared by Elisa Landeros, Buyer II, and requires acknowledgment by company representatives including company name, printed name, title, signature, and date.

The questions and answers are as follows:
1. Q: Would we be eligible to apply as the main contractor for this RFP if we were to be listed on a proposal as a subcontractor under one of the other LBRSP RFPs? I saw that an awarded contractor can only be eligible for one award, but was not clear if that included the subcontractor.
A: Under Prop 47, each organization is limited to receiving only one award. This means an organization may participate either as a primary contractor or as a subcontractor, but not both. If your organization is listed as a subcontractor on another proposal, you would not be eligible to also apply as the main contractor.
