About this opportunity
The Los Angeles County Metropolitan Transportation Authority is requesting bids on liquid waste removal services under IFB No. OP145195, with bids due October 6, 2026 at 10:00 a.m. Pacific time and a pre-bid conference on September 17, 2026 via Microsoft Teams. This is a Small Business Enterprise set-aside project — only certified SBE firms are eligible to bid as primes and must perform at least 30 percent of the total contract cost with their own workforce to satisfy the commercially useful function requirement.
The contractor will perform complete removal, transportation, and disposal of hazardous and non-hazardous liquid waste from approximately 50 Metro locations across Los Angeles County and adjacent areas, including divisions, rail stations (Orange Line, Green Line, Red Line, Gold Line, Expo Line), and other facilities. Metro estimates 60 percent of the waste stream is non-RCRA (Resource Conservation and Recovery Act) liquid waste and 40 percent is non-hazardous liquid waste. The contractor must provide daily service beginning at 06:00 (03:00 for storage tank evacuation) and maintain 24/7 emergency response capability with service within two hours of notification. Services include clarifiers, sump pits, trenches, hoists, oil/water separators, waste fuel tanks, elevator and escalator pits, storage tanks, and treatment units. The contractor shall furnish all labor, equipment, and vehicles, including a minimum 5,000-gallon vacuum truck available daily. All contract rates are charged per gallon of liquid waste on a firm fixed unit rate basis.
Minimum qualifications require DMV Motor Vehicle Carrier Permits, DTSC Hazardous Waste Transporter Registration, DOT Hazardous Materials Certificate Registration, EPA Consolidated Transporter Notification, HAZWOPER certifications, EPA Acknowledgement of Notifications of Hazardous Waste Activity, and equivalent certifications for any subcontracted Treatment, Storage, and Disposal Facility (TSDF). The TSDF must be California-based and subject to Metro inspection and audit. Contractor pre-qualification is required for all firms regardless of contract amount. The contract is locally funded and subject to fiscal year funding approval; it is also subject to federal transit administration requirements including prevailing wage compliance (29 CFR 5.5). The contract period of performance is 365 calendar days commencing from the date of full contract execution. Written questions are due September 22, 2026, with responses provided September 24, 2026. No Disadvantaged Business Enterprise contract goal has been established; however, successful bidders are encouraged to utilize DBE firms when opportunities are available. Payment will be made within 30 days of receipt of undisputed applications, or within 15 days for certified DBE or SBE prime contractors. LACMTA will retain 10 percent of each progress payment, reducing to 5 percent after 50 percent completion if progress is satisfactory.
