LACMTA Liquid Waste Removal Services IFB No. OP145195
This is an Exhibit A Scope of Services document issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA or Metro) for liquid waste removal services. Metro generates hazardous and non-hazardous liquid waste through the maintenance and servicing of buses, rail cars, and non-revenue vehicles across multiple divisions and facilities throughout Los Angeles County and adjacent areas. The contractor will be responsible for the complete removal, transportation, and disposal of liquid waste from clarifiers, sump pits, trenches, hoists, oil/water separators, waste fuel tanks, elevator and escalator pits, storage tanks, and treatment units at approximately 50 Metro locations, including divisions, Orange Line stations, Green Line stations, Red Line stations, Gold Line stations, and Expo Line facilities. Metro estimates that approximately 60 percent of the waste stream is non-RCRA (Resource Conservation and Recovery Act) liquid waste and 40 percent is non-hazardous liquid waste, with an average solid content of 5 percent for both categories. The contractor must provide daily service with typical work beginning at 06:00, though storage tank evacuation may commence at 03:00, and must maintain 24/7 emergency response capability with service within two hours of notification. The contractor shall furnish all labor, equipment, and vehicles required, including a minimum 5,000-gallon vacuum truck daily and specialized equipment such as hoses and nozzles as specified.
The contractor must possess all required federal, state, and local licenses and permits, including DMV Motor Vehicle Carrier Permits, DTSC Hazardous Waste Transporter Registration, DOT Hazardous Materials Certificate Registration, and EPA Consolidated Transporter Notification, with annual submission of documentation to Metro. The Treatment, Storage, and Disposal Facility (TSDF) must be California-based, fully licensed and permitted, and subject to Metro inspection and audit at any time during the contract term. The contractor shall provide a minimum staffing of one driver and one helper available 24/7, with all personnel required to complete Metro Rail Safety Training at no cost prior to performing services. Contract rates are charged per gallon of liquid waste and include all cost elements, including solid content, with no separate charges permitted for solids. Billing requires submission of service orders, signed Uniform Hazardous Waste Manifests, certificates of treatment/recycling, and weight master certificates indicating gross, tare, and net weights in pounds. All contractor vehicles must display business signage and comply with Metro's 8 mph speed limit and safety requirements, including steel-toed shoes, reflective vests, and appropriate uniforms or badges identifying the contractor and employee name.
