About this opportunity
New York State Office of Information Technology Services is soliciting bids for cloud-based Omnissa Workspace ONE Software as a Service (SaaS) subscriptions under IFB C000972, with proposals due September 2, 2026, and vendor questions due August 12, 2026. Bidders must be certified members of the Omnissa Partner Program at Platinum Level and authorized resellers of Omnissa products — a mandatory capability filter. No SDVOB, MBE, WBE, or DBE contracting goals apply (0.00% for all categories).
The procurement includes 20,000 U.S. Federal Subscription Upgrades for Omnissa Workspace ONE Advanced (migrating existing on-premises term licenses to SaaS), one FedRAMP-approved Managed Hosting User Acceptance Testing environment, one Technical Account Management Service (up to one day per week, Tier 1), and one dedicated environment setup in a FISMA-compliant data center. Migration services span four phases—planning and architecture (4–8 weeks), pre-migration test run (2 weeks), production migration (2 weeks), and validation (1–2 days)—limited to reinstalling two ACC servers, four UAG servers, and two SEG v2 servers on existing infrastructure with current software versions. The solution must be hosted in a FedRAMP-authorized environment and support mobile devices, smartphones, tablets, and Windows devices with specialized use cases.
Offerors must register with the New York State Department of State, submit an authorized reseller agreement, and comply with Vendor Responsibility Questionnaire requirements unless exempt as a government entity or public authority. Pricing is evaluated on a lowest-price basis; bidders must submit pricing on the Financial Proposal form with no deviations, alternatives, or qualifiers. All costs including labor, equipment, materials, supplies, travel, administration, and delivery are inclusive. The contract term is three years, effective upon Office of the State Comptroller approval, with no renewal options. Invoicing is processed through the Office of General Services Business Services Center monthly in arrears following Office of State Comptroller guidelines. Contractors must maintain comprehensive insurance including $2 million Commercial General Liability, Data Breach and Cyber Liability ($1–10 million tiered), and Technology Errors and Omissions coverage, with the State of New York as additional insured. AI functionality must be disabled by default, with 90 days' advance written notice required before deploying any AI technology. No incumbent has been identified for this procurement.
