About this opportunity

The City of Lake City, Florida is requesting sealed bids under ITB 001-2027 for complete roof replacement on Hangars 1 and 2 at Lake City Gateway Airport, with bids due November 19, 2026 at 2:00 pm through the OpenGov Procurement portal and a non-mandatory pre-bid meeting and site visit on October 29, 2026 at 10:00 am. A 5% local-vendor preference under Administrative Policy #18 applies to Columbia County residents.

The scope includes demolition and replacement of existing roofing systems, new 22-gauge standing seam metal roof panels with concealed fasteners and factory-applied fluoropolymer finish, new steel purlins spaced approximately 5 feet on center, gutters, downspouts, flashing, and trim across four bid areas (Roof A: 550 linear feet of purlin replacement; Roof B: 3,850 LF; Roof C: 500 LF; Roof D: 2,850 LF). The roof system must comply with current Florida Product Approval or Miami-Dade NOA, with design pressures and UL 580 Class 90 wind uplift classification. Delegated design shop drawings sealed by a Florida-licensed Professional Engineer are required, including panel layout, clip spacing, and attachment calculations. The contractor must obtain the manufacturer's 20-year finish and weathertightness warranties and provide a two-year installer's workmanship warranty. Work must accommodate ongoing aircraft maintenance operations with tenant occupancy, limiting noisy and dusty work to 8 am to 5 pm and requiring seven days' advance notice for any utility outages with maximum four-hour duration. The site is on the secured airside of an operational airport requiring special security access, badged workers, and FAA airport safety protocol compliance.

Completion is required within 240 calendar days from Notice to Proceed, with liquidated damages of $1,500 per day for delays beyond the timeline. An optional accelerated building shutdown alternate pricing option covers a maximum 60-day closure period with all premium costs included. The bid pricing structure separates lump-sum roof replacement from unit-price purlin replacement. Payment and performance bonds equal to 5% of the bid amount are due with submission; successful award requires 100% performance and payment bonds. The project is funded entirely through the Florida Department of Commerce Rural Infrastructure Fund (Grant Agreement D0337). MBE and SDVBE participation reporting is required with each Application for Payment. Contractors must demonstrate satisfactory performance and completion of at least three similar airport projects under state and federal jurisdiction, maintain Commercial General Liability insurance with $1,000,000 combined single limit and $3,000,000 aggregate, comply with E-Verify employment eligibility verification, and hold workers' compensation and business vehicle/umbrella liability insurance with $200,000 per occurrence limits. Questions are due November 5, 2026 at 4:00 pm; responses will be issued by November 12, 2026. Award is anticipated by December 21, 2026.
