Technical Specifications Summary
This is a technical specification document for the City of Lake City, Florida's roof replacement project at Hangars 1 and 2 at Lake City Gateway Airport. The project scope includes removal and replacement of existing roof systems with new metal standing seam roof panels, gutters, downspouts, and purlins for both hangars. The work must accommodate ongoing aircraft maintenance operations during construction, with tenant occupancy continuing except during coordinated building shutdown periods. Noisy and dusty exterior work is limited to 8 am to 5 pm, and utility outages require seven days' advance notice with four-hour maximum duration limits. The project is structured as a single prime contract on a stipulated price basis with unit price adjustments for purlin replacement work authorized by the architect. Bids are due Thursday, November 19, 2026 at 2:00 pm through the City's OpenGov Procurement portal, with public opening at 2:15 pm in City Hall. Questions must be submitted by Thursday, November 5, 2026 at 4:00 pm. The contract includes an optional accelerated building shutdown alternate requiring completion within 60 consecutive calendar days, with all associated premium costs for expedited materials, additional crews, and extended work hours included in the alternate bid price.
The specifications require metal roof panels with minimum 22-gauge steel thickness, standing seam design with concealed fasteners, and factory-applied fluoropolymer finish in manufacturer-selected colors. The roof panel system must comply with current Florida Product Approval or Miami-Dade NOA, with design pressures matching structural drawing requirements and UL 580 Class 90 wind uplift classification. Contractor must submit delegated design shop drawings sealed by a Florida-licensed Professional Engineer, including panel layout, clip spacing by roof zone, and attachment calculations. The contractor must obtain manufacturer's 20-year finish and weathertightness warranties and provide a two-year installer's workmanship warranty. Purlin replacement is authorized on a unit price basis of linear feet, with contractor-documented conditions requiring architect approval prior to removal. Replacement purlins must be within five percent of the weight of existing purlins and comply with roof panel substrate requirements. All substitution requests must be submitted at least 10 days prior to bid deadline for procurement-stage requests, or within 14 days of discovery for construction-phase requests, with architect decision authority. Project record documents, operation and maintenance manuals, and warranties must be submitted at closeout, with digital PDF submissions preferred for administrative documents.

The Architect will judge any such proposal for its effect on these criteria and also for its effect on Contract Administration.
2. When the Architect judges that a proposal affects structural integrity or maintainability, Contractor shall engage a Professional Engineer licensed in the State of Florida to perform a technical assessment, at no cost to Owner, and submit it to Architect for review. Do not take corrective action without Architect's written approval.

1. An interpretation, amplification, or clarification of some requirement of Contract Documents arising from inability to determine from them the exact material, process, or system to be installed; or when the elements of construction are required to occupy the same space (interference); or when an item of work is described differently at more than one place in Contract Documents.
2. A resolution to an issue which has arisen due to field conditions and affects design intent.
B. Whenever possible, request clarifications at the next appropriate project progress meeting, with response entered into meeting minutes, rendering unnecessary the issuance of a formal RFI.
C. Preparation: Prepare an RFI immediately upon discovery of a need for interpretation of Contract Documents. Failure to submit a RFI in a timely manner is not a legitimate cause for claiming additional costs or delays in execution of the work.
1. Prepare a separate RFI for each specific item.
a. Review, coordinate, and comment on requests originating with subcontractors and/or materials suppliers.
b. Do not forward requests which solely require internal coordination between subcontractors.
2. Prepare using software provided by the Electronic Document Submittal Service.
3. Combine RFI and its attachments into a single electronic file. PDF format is preferred.
D. Reason for the RFI: Prior to initiation of an RFI, carefully study all Contract Documents to confirm that information sufficient for their interpretation is definitely not included.
1. Unacceptable Uses for RFIs: Do not use RFIs to request the following::
a. Approval of submittals (use procedures specified elsewhere in this section).
PASSERO ASSOCIATES SECTION 01 30 00 - Administrative Requirements
HANGAR #1 & 2 - ROOF REPLACEMENT PAGE 5 OF 8
b. Changes that entail change in Contract Time and Contract Sum (comply with provisions of the Conditions of the Contract).
2. Improper RFIs: Requests not prepared in compliance with requirements of this section, and/or missing key information required to render an actionable response. They will be returned without a response.
3. Frivolous RFIs: Requests regarding information that is clearly indicated on, or reasonably inferable from, Contract Documents, with no additional input required to clarify the question. They will be returned without a response, with an explanatory notation.
a. The Owner reserves the right to assess the Contractor for the costs (on time-and-materials basis) incurred by the Architect, and any of its consultants, due to processing of such RFIs.
