About this opportunity

The West Virginia Department of Tourism is requesting quotations for historic masonry restoration services at Grave Creek Mound Archaeological Complex in Moundsville under an accelerated timeline, with bids due October 19, 2026 at 12:00 PM, a mandatory pre-bid meeting on October 14, 2026 at 12:00 PM, and questions due October 9, 2026 at 12:00 PM.

Work must be completed by November 20, 2026, reflecting funding source restrictions. The scope encompasses restoration of deteriorated masonry at the historic steps and adjacent masonry features while preserving historic integrity and protecting sensitive archaeological resources. All labor, materials, equipment, supervision, permits, transportation, insurance, and incidentals are the vendor's responsibility. Mock-ups and proposed mortar mix designs require Agency and State Historic Preservation Office written approval before production work begins. All work must comply with the Secretary of the Interior's Standards for the Treatment of Historic Properties.

Mandatory qualifications include a valid West Virginia contractor license, Commercial General Liability insurance of $1,000,000 per occurrence, Automobile Liability of $1,000,000 combined single limit, Workers' Compensation as required by state law, a minimum of five years' experience performing historic masonry work, and completion of at least three comparable historic preservation projects within the past five years.

The contract is firm-fixed-price, lump-sum with a single pricing line item for complete restoration. Vendors must provide one total bid price encompassing all project costs. The vendor warrants workmanship and materials against defects for one year after final acceptance and must correct covered defects at no additional cost. Bids are submitted through wvOASIS or email to mary.r.kemper@wv.gov. This represents Change Order 1 to an existing Agency Master Agreement. Contact: Mary R. Kemper, buyer, 304-352-4235 or mary.r.kemper@wv.gov. Work location: 801 Jefferson Avenue, Moundsville, West Virginia. Addendum 1 clarifying submission procedures and project requirements was posted October 13, 2026; vendor acknowledgment of the addendum is required with bid submission.
