About this opportunity

The City of Tucson is requesting proposals for a comprehensive GPS vehicle tracking and management system for municipal fleet operations under RFP 260201, issued through the Axia Cooperative Purchasing Program, with proposals due August 5, 2026, and a pre-submittal meeting on July 15. The resulting master agreement will be available nationwide to states, counties, cities, public and private colleges and universities, school districts, religious organizations, non-profit organizations, and federal agencies through Axia Cooperative.

The scope covers GPS tracking devices for light-duty vehicles, heavy-duty trucks, off-road equipment, and trailers across approximately 1,005 City fleet vehicles; live vehicle tracking with 30-second refresh intervals; minimum three-year historical data retention; real-time alerts; geofencing; engine diagnostics; driver behavior analytics; and integration with Assetworks. The solution must be web-based SaaS with iOS and Android mobile application compatibility, configurable reporting, and role-based access management. Data storage must be maintained on Microsoft Azure, Amazon GovCloud, or equivalent domestic U.S. cloud infrastructure meeting regulatory and compliance standards.

The contract term is three years with two optional one-year renewal periods. The estimated annual national purchase volume through the Axia Cooperative is $30 million; suppliers must pay a two percent administrative fee on total net sales. Vendors must provide not-to-exceed pricing across five-year periods for GPS devices, software, installation, training, and configurations.

Offerors must register with the City of Tucson and obtain a city business license. Required insurance includes Commercial General Liability ($1 million per occurrence), Professional Liability ($1 million per claim), and Network Security/Cyber Liability ($2 million per claim). Evaluation criteria, in relative order of importance, are Method of Approach (technical solution design, implementation, data migration, training, ongoing support, innovation, and national cooperative commitment), Price Proposal, and Qualifications & Experience (organizational experience, past performance, financial stability, key personnel, and compliance history).

Questions are due July 17, 2026, at 2:00 p.m. Raquel Duarte, (520) 837-4469 or raquel.duarte@tucsonaz.gov, serves as the responsible contract officer. Proposals must be submitted electronically through https://procurement.opengov.com/portal/tucson-az. The contract is subject to extensive federal compliance requirements, including HUD Section 3 labor standards, Davis-Bacon prevailing wage provisions (when applicable to participating agencies using federal funds), ARPA compliance, debarment and suspension verification, anti-lobbying certifications, and domestic preference requirements.
