About this opportunity

The Metropolitan Area Planning Council (MAPC) is requesting proposals on behalf of the Greater Boston Police Council (GBPC) to supply medium and heavy-duty trucks and aftermarket equipment to GBPC member municipalities throughout Massachusetts and New England, with proposals due October 7, 2026 at 4:00 p.m. via CommBUYS. A vendor conference is scheduled for September 18, 2026 at 11:00 a.m. via Zoom (rescheduled per Addendum 1).

The scope covers outright sales, lease-to-purchase, and rental options for truck models from Freightliner, Hino, International, Kenworth, Mack, Peterbilt, Volvo, Western Star, and Bollinger, with estimated annual quantities ranging from 1 to 100 units per model. Proposers must furnish repair and maintenance services, manufacturer factory options, and aftermarket equipment pricing across categories including hydraulic systems, dump bodies, combination bodies, tailgates, tarping systems, towing equipment, plows, spreaders, service bodies, aerial lift equipment, hooklifts, grapple equipment, and trash collection bodies. Parts availability within 48–72 hours and repair turnaround of 24–48 hours are required. Fully upfitted vehicle delivery must occur within 6–9 months.

The initial contract term runs from execution through October 31, 2027, with one optional one-year extension available. Multiple contracts are expected to be awarded. Price proposals must be submitted separately from technical proposals. Pricing includes vehicle preparation, equipment installation, and delivery F.O.B. the proposer's location, exclusive of taxes and federal excise tax. Annual price increases during contract renewals may not exceed 10% if supported by manufacturer cost documentation; tariff or regulatory cost increases require MAPC approval. Market-wide price decreases must be passed to all eligible buyers within 30 days of identification. A contract administration fee applies to all transactions.

Evaluation criteria emphasize vendor experience in municipal markets, service facility locations and capacity, warranty offerings, technician qualifications, parts and repair turnaround capabilities, and delivery performance. Use of the contracts is voluntary for GBPC members. Anticipated awards are in late October 2026. No bid bond is required.
