About this opportunity
The Colorado Department of Early Childhood is requesting proposals for Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program services under contract period October 1, 2026 through September 30, 2027, with proposals due August 14, 2026. The solicitation offers multiple service delivery models — Home Instruction for Parents of Preschool Youngsters (HIPPY), Parents as Teachers (PAT), and Nurse-Family Partnership (NFP) — and permits bidders to propose single or dual models.
Contractors must recruit and maintain minimum caseloads of at-risk families meeting MIECHV criteria: low-income households, pregnant women under age 21, families with child welfare involvement, substance abuse history, tobacco use, developmental delays, or military family status. Service frequency varies by model: HIPPY requires 30 weekly visits annually plus six minimum group connections per family; PAT requires 12 to 24 annual visits based on stressor levels plus nine minimum group connections; NFP requires visits per model fidelity standards. All models mandate continuous quality improvement initiatives, mandatory reporter training, reflective supervision, background checks, and HIPAA compliance. Contractors must maintain HIPPY accreditation or PAT affiliate status and submit performance data through Visit Tracker, Parent Possible, or FLO databases per model. Monthly invoicing occurs via OnBase within 15 days of month-end; final invoices are due within 45 days of performance period end.
The budget template specifies a maximum of $50,000 per contractor for the budget period July 1, 2026 through June 30, 2027. Indirect costs do not exceed 15% unless a negotiated federal or state indirect cost rate is documented. Grantees may request budget adjustments up to 15% through written revision; larger adjustments require formal amendment. Cost-reimbursement payments are made within 45 days of invoice receipt. The State reserves discretion to extend successive one-year periods and to reduce allocations based on underutilization.
Contractors must comply with federal Uniform Guidance (2 CFR 200), obtain a Unique Entity ID (UEI), and maintain current SAM.gov registration. Subrecipients expending $1,000,000 or more in federal awards annually must undergo a single or program-specific audit. All staff require SAM.gov compliance checks. Cyber liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate is required (or reduced limits for smaller organizations). Financial and programmatic records must be retained three years following the performance period. All work product and intellectual property become exclusive property of the State.
Exhibit A (Statement of Work templates for HIPPY, PAT, NFP, and dual-model options), Exhibit B (Budget template), Exhibit C (Continuous Quality Improvement attestation), Exhibit D (Additional provisions), Exhibit E (MIECHV data reporting forms), Exhibit F (Grant Federal Provisions), Exhibit G (Vendor Contact Information Sheet), and Exhibit H (Grant Agreement template) are attached.
