About this file
This is an Additional Provisions exhibit for a Colorado Department of Early Childhood (CDEC) grant agreement that establishes operational and compliance requirements for grantees providing early childhood services, including the Maternal Infant Early Childhood Home Visiting (MIECHV) program. The document outlines service delivery expectations aligned with the Statement of Work (Exhibit A), establishes that grantees must achieve specified goals and objectives, and requires submission of any executed subcontracts to CDEC. The grant operates on a cost-reimbursement basis with payments made monthly through the OnBase Invoice Submission Process, with invoices due no later than 30 days following the last day of the month, or within compressed timeframes for state fiscal year-end invoices (due by July 7th for services prior to June 30th, with final invoices due by September 14th). Grantees may request budget adjustments up to 15 percent of total budget through written requests, with larger adjustments requiring formal amendments or option letters. The State retains discretionary authority to extend the grant term for successive one-year periods at the same rates and terms, and to increase or decrease allocated funding amounts based on demonstrated need or underutilization.
The grant is subject to multiple compliance requirements including mandatory participation in CDEC-sponsored meetings, submission of sub-recipient performance reports upon execution, and critical incident reporting within 48 hours for family support program staff. All program staff must complete mandatory reporter training regarding child abuse and neglect and report suspected abuse to designated authorities. Travel costs must comply with Federal GSA rates for mileage, per diem, and hotel accommodations, with pre-approval required for airfare and out-of-state travel. Additional requirements include maintaining SAM.gov compliance policies for staff, adhering to accessibility standards per Colorado law and Web Content Accessibility Guidelines Level AA, verifying employment eligibility per Federal Acquisition Regulation standards for federally-funded agreements, and prohibiting use of grant funds for gift card purchases unless an approved Gift Card Waiver is in place. The State reserves the right to offset funds based on overpayment or improper use, and any cost savings or salary increases require prior written CDEC approval, with unauthorized redistributions of savings not subject to reimbursement.
