About this opportunity
The Pennsylvania Department of Human Services, Office of Child Development and Early Learning (OCDEL), is seeking applications to implement Evidence-Based Home Visiting (EBHV) Family Support Programs across Pennsylvania's 67 counties under RFA 25-RFA-13800, with applications due October 13, 2026 at 12:00 PM EST and questions due by September 15, 2026. The Department prioritizes maintaining at least one EBHV program in each county and expanding access to underserved areas.
Applicants must select at least one approved EBHV model from the U.S. Department of Health and Human Services Administration for Children & Families HomVEE list and may propose optional enhancements not exceeding 25 percent of total funding. Proposed services must integrate the Strengthening Families Protective Factors Framework and comply with virtual home visiting policy requiring a minimum 85 percent in-person visit rate. All programs must maintain an 85 percent enrollment target relative to approved service capacity and collect performance data across six benchmark areas (maternal and newborn health, child injury and maltreatment prevention, school readiness, crime and domestic violence reduction, economic self-sufficiency, and community resource coordination) using validated screening tools approved by the Department.
Agreements are cost reimbursement grants with a two-year initial term, renewable for up to three additional one-year periods based on performance. No minimum or maximum award amount is specified; pricing is based on applicant cost submittal and evaluated on feasibility and reasonableness relative to proposed activities and per-family service costs. Applicants must perform at least 50 percent of total contract costs themselves and are fully responsible for subcontracted services. Grantees must submit three years of audited financial statements and comply with federal uniform administrative requirements (2 C.F.R. Parts 200 and 300, 45 C.F.R. Part 75). Organizations expending $1 million or more in federal awards require single audits; those expending less must undergo compliance attestations. Grantees serving the same area with the same EBHV model as another selected grantee must collaborate to avoid duplication. All funding is subject to state and federal appropriation availability.
