About this file
Summary
This Appendix I document outlines program requirements and organization information for applicants to Pennsylvania's Office of Child Development and Early Learning (OCDEL) Family Support Programs grant opportunity (25-RFA-13800). The document establishes mandatory requirements for grantees implementing Evidence-Based Home Visiting (EBHV) programs across Pennsylvania's 67 counties, with the primary objective of improving family health, increasing school readiness, preventing child abuse and neglect, and promoting positive parenting. Applicants must implement at least one approved EBHV model with fidelity to national model developer guidelines, comply with all applicable federal and state statutes including HHS uniform administrative requirements and the Social Security Act provisions, and maintain mandatory training certifications for all staff with direct child contact. The agreement term requires continuous implementation of program requirements including Strengthening Families Protective Factors Framework integration, annual model fidelity documentation submission, and adherence to corrective action plans as directed by the Department.
Grantees must maintain enrollment at 100 percent of budgeted capacity and participate in improvement activities if enrollment falls below 85 percent, with potential award reduction for failure to meet enrollment goals by renewal. Key fiscal requirements include developing written policies covering procurement, conflict of interest, inventory, and cost allocation; submitting line-item budgets through the Pennsylvania Family Support Data System with detailed justifications; submitting quarterly expense reports and General Ledger reports reconciled to annual expenditure reports; and prohibiting the use of funds for direct medical, dental, mental health, or legal services except as required for model fidelity. Applicants must complete mandatory data collection through the Pennsylvania Family Support Data Collection system for all enrolled families and submit signed acknowledgment on page 12 of Appendix I confirming understanding and compliance with all requirements, with failure to sign potentially affecting eligibility and award status.
