About this file
This is a Solicitation Addendum issued by the Pennsylvania Department of Human Services, Bureau of Procurement and Contract Management, for the Family Support Programs Request for Proposals (RFA 25-RFA-13800). The addendum extends the deadline for posting answers to potential applicant questions from September 22, 2026 to September 25, 2026. Applications for Evidence-Based Home Visiting (EBHV) Family Support Programs are due October 13, 2026 at 12:00 PM EST, with questions from applicants due by September 15, 2026. The Department seeks to implement EBHV services across Pennsylvania's 67 counties, prioritizing maintaining at least one program in each county while expanding access to underserved areas. Applicants must select at least one approved EBHV model from the U.S. Department of Health and Human Services Administration for Children & Families HomVEE list and may propose optional enhancements not exceeding 25 percent of total funding. Programs must integrate the Strengthening Families Protective Factors Framework, maintain an 85 percent in-person visit rate, and achieve an 85 percent enrollment target relative to approved service capacity. Agreement terms include cost reimbursement grants with a two-year initial term renewable for up to three additional one-year periods based on performance.
No minimum or maximum award amounts are specified; pricing is based on applicant cost submissions evaluated for feasibility and reasonableness relative to proposed activities and per-family service costs. Applicants must perform at least 50 percent of total contract costs themselves and are fully responsible for subcontracted services. Grantees must submit three years of audited financial statements and comply with federal uniform administrative requirements under 2 C.F.R. Parts 200 and 300, and 45 C.F.R. Part 75. Organizations expending $1 million or more in federal awards require single audits, while those expending less must undergo compliance attestations. Programs serving the same geographic area with identical EBHV models as another selected grantee must collaborate to avoid duplication. All funding is contingent upon state and federal appropriation availability. Inquiries regarding the solicitation should be directed to Nadine Chinapoo, Issuing Officer, at 717-214-8995 or RA-pwRFAquestions@pa.gov.
