About this opportunity
The West Virginia Department of Administration Purchasing Division, procuring on behalf of the West Virginia Division of Highways, is requesting competitive quotations for roof and HVAC replacement at the Equipment Division Office located at 83 Brushy Fork Road, Buckhannon, under CRFQ 0803 DOT2600000104, with the solicitation closed as of July 30, 2026 at 1:30 p.m.
The scope comprises removal of the existing roof and installation of a complete two-ply hybrid roof system (60 mil white thermoplastic KEE cap sheet on 90 mil fiberglass-reinforced SBS rubber and asphalt base sheet with 30-year warranty), demolition and installation of new HVAC equipment including a rooftop packaged unit and ductwork, electrical system upgrades, duct smoke detection, occupancy-sensor controls, and associated site work. All work must comply with West Virginia Building Code and National Electrical Code standards. Contractors must have successfully completed at least five similar projects, verified through references prior to award. Licensed in-state electricians are required.
Substantial completion is required within nine months of project start, with final completion within ten months; liquidated damages apply for schedule failure unless a change order extends the deadline. Progress payments are made monthly, subject to architect approval, with 10 percent retainage held until substantial completion certification. Vendors may submit up to five alternates; unaccepted alternates expire 90 days after bid opening.
The pre-bid meeting was held June 29, 2026 at 10:00 a.m. at the Equipment Division headquarters in Buckhannon. Technical questions were due July 7, 2026 at 10:00 a.m. Six addenda have been issued, including Addendum #5 (July 20, 2026) extending the bid close date and publishing vendor Q&A responses addressing asbestos testing, demolition scope, HVAC specifications, and data outlets. An Asbestos Identification Report confirmed no asbestos in 19 samples tested. Bidders must acknowledge receipt of all addenda to avoid disqualification. Bids are submitted to the Department of Administration Purchasing Division at 2019 Washington Street East, Charleston, West Virginia 25305. John W.
