About this opportunity

The City of Lakeland Police Department and Lakeland Fire Department are requesting proposals for dry cleaning and laundry services under an RFP due August 7, 2026, with a mandatory pre-proposal meeting on July 15, 2026 at 11:00 AM. Vendors must maintain service locations within the Lakeland Electric Service Territory — a geographic eligibility requirement.

The scope encompasses laundry and dry cleaning services for both departments with specified pickup and delivery to seven Fire Department locations and Police Department facilities. The Police Department requires annual services for approximately 22,000 shirts/blouses, 16,000 pants, 2,544 additional shirts, 780 blouses, 139 slacks, 160 shorts, 48 jackets, 12 jumpsuits, 36 skirts, 144 suits/dresses, and 100 neckties. The Fire Department requires 5,000 pants, 3,500 shirts, 1,000 pounds of flatwork, 12 jackets, and 250 pairs of pants annually. Vendors must provide onsite pickup and delivery with two-business-day turnaround and are responsible for replacing or repairing any lost or damaged garments at no cost to the City. The pricing sheet requires unit costs for each service category, monthly itemized billing, and a cost-plus percentage for materials beyond written scope, substantiated with paid invoices.

The contract term is five years through September 30, 2027, with four optional one-year renewals upon mutual consent. Vendors must provide 60 days' written notice of any proposed price increases prior to renewal to allow the City to determine whether to continue or rebid.

Evaluation criteria are price (40 points), proposed schedule and ability to meet turnaround requirements (30 points), and business standards and references (30 points). Required insurance includes Commercial General Liability of $1 million, Business Automobile Liability of $1 million, Workers' Compensation with statutory limits, and Cleaners/Dryers/Laundries Customers Insurance of $10,000. Vendors must submit a human trafficking affidavit, drug-free workplace certification, suspension and debarment certification, State of Florida SunBiz registration, and conflict of interest disclosures. Questions are due July 30, 2026. The City retains a 60-day unconditional satisfaction guarantee period following award with the right to cancel if service quality is unacceptable. Proposals are valid for 60 days from opening.
