About this file

This billing example document supports an RFP issued by the City of Lakeland Police Department and Lakeland Fire Department for dry cleaning and laundry services. The RFP requires vendors to provide comprehensive laundry and dry cleaning services for both departments with pickup and delivery to seven Fire Department locations and Police Department facilities. The Police Department annual service requirements include approximately 22,000 shirts/blouses, 16,000 pants, 2,544 additional shirts, 780 blouses, 139 slacks, 160 shorts, 48 jackets, 12 jumpsuits, 36 skirts, 144 suits/dresses, and 100 neckties. The Fire Department requires 5,000 pants, 3,500 shirts, 1,000 pounds of flatwork, 12 jackets, and 250 pairs of pants annually. A mandatory pre-proposal meeting is scheduled for July 15, 2026, at 11:00 AM, with questions due July 30, 2026, and proposals due August 7, 2026. The contract term is five years through September 30, 2027, with four optional one-year renewals upon mutual consent. Vendors must maintain service locations within the Lakeland Electric Service Territory and comply with a two-business-day turnaround requirement.

Pricing must be submitted on the required pricing sheet with unit costs for each service category and monthly itemized billing. Vendors are responsible for replacing or repairing lost or damaged garments at no cost to the City and must provide a cost-plus percentage for materials beyond the written scope, substantiated with paid invoices. Evaluation criteria include price (40 points), proposed schedule and ability to meet turnaround requirements (30 points), and business standards and references (30 points). Required insurance includes Commercial General Liability of $1 million, Business Automobile Liability of $1 million, Workers' Compensation with statutory limits, and Cleaners/Dryers/Laundries Customers Insurance of $10,000. Vendors must submit a human trafficking affidavit, drug-free workplace certification, suspension and debarment certification, State of Florida SunBiz registration, and conflict of interest disclosures. The City retains a 60-day unconditional satisfaction guarantee period following award with the right to cancel if service quality is unacceptable. Proposals are valid for 60 days from opening, and vendors must provide 60 days' written notice of any proposed price increases prior to renewal.
