About this file
This is a tabulation spreadsheet for a Request for Proposal issued by the City of Lakeland Police Department and Lakeland Fire Department for laundry and dry cleaning services. The RFP solicits proposals from qualified vendors to provide garment care services for both departments, with pickup and delivery to seven Fire Department locations and Police Department facilities. The Police Department requires annual services for approximately 22,000 shirts/blouses, 16,000 pants, 2,544 additional shirts, 780 blouses, 139 slacks, 160 shorts, 48 jackets, 12 jumpsuits, 36 skirts, 144 suits/dresses, and 100 neckties. The Fire Department requires 5,000 pants, 3,500 shirts, 1,000 pounds of flatwork, 12 jackets, and 250 pairs of pants annually. A mandatory pre-proposal meeting is scheduled for July 15, 2026 at 11:00 AM, with written questions due by July 30, 2026. The RFP is due August 7, 2026. The contract term is five years through September 30, 2027, with four optional one-year renewals available upon mutual consent.
Vendors must maintain service locations within the Lakeland Electric Service Territory to be eligible and must provide onsite pickup and delivery with a two-business-day turnaround. Proposals are evaluated based on price (40 points), proposed schedule and ability to meet turnaround requirements (30 points), and business standards and references (30 points). Vendors must submit unit costs for each service category, monthly itemized billing, and a cost-plus percentage for materials beyond the written scope substantiated with paid invoices. Required insurance includes Commercial General Liability of $1 million, Business Automobile Liability of $1 million, Workers' Compensation with statutory limits, and Cleaners/Dryers/Laundries Customers Insurance of $10,000. Vendors must submit human trafficking affidavits, drug-free workplace certification, suspension and debarment certification, State of Florida SunBiz registration, and conflict of interest disclosures. Vendors are responsible for replacing or repairing any lost or damaged garments at no cost to the City. The City retains a 60-day unconditional satisfaction guarantee period following award with the right to cancel if service quality is unacceptable. Proposals are valid for 60 days from opening, and vendors must provide 60 days' written notice of any proposed price increases prior to renewal.
