About this opportunity

Salt Lake City Corporation Department of Public Utilities is requesting qualifications for an Architect of Record to provide programming, design, and construction administration services for the new Rose Park Campus, with Stage 1 submissions due September 30, 2026 at 2:00 p.m. Mountain Time and shortlisted firms notified by October 9, 2026.

The scope encompasses remodel of an existing 89,699 gross-square-foot office building and development of an adjacent 10-acre parcel to house administrative services, management offices, operations and maintenance facilities, an emergency operations center, 24/7 dispatch area, warehouse, parking, vehicle and equipment storage, and site improvements for approximately 400 DPU employees. The AOR will provide all phases from programming through construction administration, including two post-construction warranty reviews at six and eleven months. Public outreach and stakeholder engagement with DPU departments and community members are required. The project must comply with the City's LEED requirements; SLCDPU is exempt from Net Zero requirements but will incorporate Net Zero principles and sustainable design strategies where practical and feasible. Geotechnical and soil investigations have been completed and will be provided to shortlisted firms. A phased construction and occupancy approach may be required based on SLCDPU's timeline.

The Fixed Limit of Construction Cost is $45 million, which includes pre-construction services, general conditions, construction costs, Construction Manager at Risk fixed fee, and contingency. The AOR will receive a lump-sum fixed fee calculated per the State of Utah Division of Facility and Construction Management Architectural and Engineering Fee Standards, with reimbursable costs at 105% of actual costs and travel within 100 miles of the servicing office included in the basic fee. Additional services such as furniture planning will be proposed separately.

The selection process is two-stage: Stage 1 requires letter of interest, firm background, design philosophy, experience, and organizational charts with individual resumes by September 30. Stage 2, for shortlisted firms only, requires submission of detailed management plan and fee proposal, with a mandatory pre-proposal conference date to be determined. Insurance requirements are $1 million per occurrence and $2 million general aggregate commercial general liability, and $2 million per occurrence and $2 million annual aggregate professional liability. Final approval requires Salt Lake City Mayor and City Council authorization. A non-mandatory orientation meeting was held September 22, 2026; questions were due September 24; and an addendum was issued September 28.
