September 15, 2026
RFQ – REQUEST FOR QUALIFICATIONS
TO PROVIDE
ARCHITECTURAL SERVICES
AS THE ARCHITECT OF RECORD
FOR THE
New Salt Lake City Department of Public Utilities Campus (Rose Park Campus)
REQUESTED BY THE
Salt Lake City Corporation - Department of Public Utilities
Prepared by MOCA
INTRODUCTION
The Salt Lake City Corporation Department of Public Utilities (SLCDPU or “OWNER”) is soliciting proposals and qualifications from professional architectural firms to complete the programming, design, and construction administration services for a new SLCDPU Campus (Rose Park Campus). The chosen firm will serve as the Architect of Record (AOR) for this project and will assist the OWNER with all phases of the Project. The new Campus will be located at 950 North 2200 West, Salt Lake City, Utah.
The OWNER has hired MOCA Services (MOCA) as its Owner’s Project Manager (OPM) for this project. The Owner, in conjunction with its OPM, will select an AOR to provide consistent, sensitive, appropriate development and technical execution of the programming, design and construction administration phases.
The AOR will be expected to collaboratively provide a technically sound and integrated design solution that is responsive to the needs and representative of the input provided by the Owner and its representatives.
Design firms that are interested in providing AOR services will be required to participate in this two-stage selection process:
• Stage 1 – The first stage includes a review of the submitted qualifications of each interested firm.
Each submission will be reviewed and evaluated by the OWNER’s Selection Committee. The OWNER will shortlist firms receiving the highest scores to be invited to participate in Stage 2.
• Stage 2 – The second stage will include evaluation of the short-listed firm’s design management plan, fee proposal and an interview (at the OWNER’s discretion). The specific requirements of the second stage are further defined in this document.
Project Description The new Rose Park Campus project includes complete programming, design and remodel of an existing office building and programming, design and construction affiliated with the adjacent 10-acre parcel located at 950 North 2200 West in Salt Lake City, Utah. The existing building is expected to house the administrative services functions, management offices, general group specific office space, mustering areas for operations/maintenance staff, etc. and includes approximately 89,699 GSF of interior space and its associated site improvements. The work on the adjacent 10-acre parcel east of the existing office building is expected to include an operations and maintenance facility including an emergency operations center, 24/7 dispatch area, warehouse, spaces to accommodate SLCDPU functions as well as parking, vehicle and equipment storage; conditioned space for specialized equipment; a laydown area; an auction yard; necessary walking path(s) and water detention basin(s), among other supporting site elements. Due to SLCDPU requirements to vacate some currently occupied buildings/spaces sooner than others, a phased approach to construction/occupancy may be required but this will be determined during the programming/design processes.
Definitions RFQ/RFP Stage 1: The AOR shall submit their qualifications as detailed within this document.
RFQ/RFP Stage 2: The shortlisted AOR teams shall submit a Management Plan and Fee Proposal as detailed within this document.

Organizational Change Management includes your capabilities relevant to assisting with the planning of large-scale facility transitions, including your prior work supporting the relocation of employees into a new campus or a consolidated site of a similar size and scale. Also include in your response your approach to phased project completions and occupancies. Brief examples should highlight your firm’s overall approach to integrating your design leadership as part of the implementation of organizational change during major relocations in a CMGC(CM@R) environment. Detailed case studies are not required at this stage. This will become a part of the AOR’s scope of Work for this Project.
Personnel Management – 5-page limit Identify the primary firm members, their areas of responsibility and time commitment that the SLCDPU and OPM can expect for each phase of the Work. Indicate the staffing plan for the Project. Include a breakdown of staffing hours and rates anticipated for the Project for each phase.
Working Relationship – 3-page limit The AOR shall describe the working relationship that they see between themselves and the SLCDPU, OPM and CM@R.
Engineering Management – 3-page limit Describe how the AOR will manage the engineering resources required for this Project. Provide the roles, responsibilities and commitment that will be required of each engineer.
Budget and Schedule – 4-page limit Provide a signed statement indicating that the required scope can be accomplished within the FLCC, and that with the cooperation of the SLCDPU and OPM, the short-listed firm can complete the design and assist the SLCDPU in staying within the FLCC. (See Attachment A – Agreement to Work Within the FLCC).
Risk Mitigation – 2-page limit All projects pose risks and this Project is no different. It is important for the AOR to understand these risks and assure the SLCDPU that they can manage the risks successfully. The short-listed firms shall identify potential risks; explain why they feel it is a risk and then provide a risk mitigation strategy in the management plan.
The Management Plan will be scored as follows:
Fee Proposal – 5-page limit The short-listed firms are to provide a fixed fee that will include programming, design services, construction documents, bidding, construction administration and project close out in accordance with the AOR management plan and the most current edition of the DFCM Architectural/Engineering/High-Performance Building Fees. The AOR’s proposed fixed fee for these services is considered its Fixed Fee Proposal for the Project.
The fee proposal will not be scored. The fee proposal shall be submitted in a separate sealed envelope at the same time as the other Phase 2 submission requirements. The fee will be used as a starting point for the AOR fee negotiations with the SLCDPU.
SLCDPU recognizes that each firm’s project approach will be unique. SLCDPU is looking for the best value solution in this election. This will require creativity and a thoughtful understanding of the requirements of the Project.
Note that the SLCDPU is using the DFCM Architectural/Engineer Fee Schedule as the basis for fee calculation.
It is expected that the basic design and construction services will fall within the ranges indicated within that schedule. Other elements of the fee, which are to be considered additional services, should be clearly identified as such and included within the fixed fee proposal.
The short-listed firms shall propose a lump sum/fixed fee for all required services and the fee shall be broken down as follows:
a. Discovery/Programming Phase
b. Schematic Design
c. Design Development documents (including interior space planning and design);
