About this file
This is a prequalification meeting presentation and Q&A document for the Rose Park Campus Architect of Record (AOR) Request for Qualifications (RFQ) issued by the Salt Lake City Corporation Department of Public Utilities (SLCDPU). The project involves programming, design, and construction administration services for a new SLCDPU campus located at 950 North 2200 West in Salt Lake City, Utah. The scope encompasses complete programming and design of an existing office building containing approximately 89,699 gross square feet, along with programming, design, and construction of an adjacent 10-acre parcel. The new campus will house administrative services, management offices, operations and maintenance facilities, an emergency operations center, 24/7 dispatch area, warehouse space, parking, vehicle and equipment storage, and supporting site elements to accommodate approximately 400 DPU employees. The RFQ was issued September 15, 2026, with a non-mandatory orientation meeting held September 22, 2026. Questions were due September 24, 2026, and an addendum was issued September 28, 2026. Stage 1 submissions were due September 30, 2026 at 2:00 PM Mountain Time, with notice of shortlisted firms announced October 9, 2026.
The Fixed Limit of Construction Cost (FLCC) is established at $45 million, which includes pre-construction services, general conditions, construction costs, Construction Manager at Risk (CM@R) fixed fee, and CM@R contingency. Funding has been identified and committed based on this project budget. The project must comply with the City's LEED requirements, though SLCDPU is exempt from Net Zero requirements due to operational nature; however, Net Zero principles and sustainable design strategies will be incorporated where practical and feasible. The AOR will be responsible for public outreach and stakeholder engagement with DPU departments and community members. Geotechnical and soil investigations have been completed and will be provided to shortlisted firms, along with existing as-built drawings. The CM@R will be procured following the design programming phase to participate in schematic design, pre-construction services, cost estimating, and constructability reviews. A phased construction and occupancy approach may be required based on SLCDPU's timeline to vacate currently occupied buildings.

1. Answer: Roughly 400 employees.
2. Question: Sustainability requirements for this project and existing building?
2. Answer: The project is required to comply with the City's established LEED requirements. While the Department of Public Utilities (DPU) is exempt from the City's Net Zero requirements due to the nature of its operations, the project team intends to incorporate Net Zero principles and sustainable design strategies wherever practical and feasible.
3. Question: Funding committed for construction?
3. Answer: Per the AOR, the current Fixed Limit of Construction Cost (FLCC) is $45 million.
This amount includes pre-construction services, general conditions, construction costs, the CM@R fixed fee, and the CM@R contingency. Funding has been identified and committed based on this established project budget.
4. Question: When will the CM@R be procured and brought in?
4. Answer: The CM@R is expected to be procured following the completion of the design programming phase. The intent is to bring the CM@R on board early in the design process so they can actively participate during schematic design, providing pre-construction services, cost estimating, constructability reviews, and schedule input to support informed project decision-making.
5. Question: What are the public outreach and stakeholder engagement requirements for this project?
5. Answer: The intent of the public outreach and stakeholder engagement process is for the AOR to collaborate closely with representatives from the various DPU departments and key project stakeholders throughout the design process. 7. Answer: Yes. DPU completed geotechnical and soil investigations during the acquisition of the facility and the associated 10-acre parcel. These reports will be made available to the shortlisted firms as part of the procurement process. In addition, DPU intends to provide updated geotechnical information to the selected firm to support programming, design development, and project planning efforts.
8. Question: Did DPU do any archaeological surveys on the 10 acre site?
8. Answer: No. DPU did not do any archaeological surveys on the 10 acre parcel.
9. Question: Are there any design documents of the existing building?
9. Answer: Yes. DPU has a copy of the existing buildings As-Built drawings in PDF format.
