About this opportunity

The Commonwealth of Virginia Department of Corrections is requesting proposals for Substance Use Disorder Treatment Services across up to ten DOC facilities under RFP DOC-26-065, with sealed proposals due July 23, 2026 at 11:00 a.m. EST and a mandatory virtual preproposal conference on June 23, 2026 at 9:00 a.m. EST. All offerors must be DSBSD-certified small businesses or demonstrate E-Verify program participation if employing more than 50 employees — a hard eligibility filter.

The scope encompasses two specialized residential treatment programs, one aftercare program, three cognitive therapeutic community programs, five community corrections alternative programs, one work release program, and eleven full-time SUD social worker positions. Contractors must recruit, employ, train, and manage their own staff while the DOC provides medical, mental health, case management, and security support. All contractor staff must pass background investigations at contractor expense, complete DOC-required training including PREA and fraternization training, and maintain current substance abuse certifications.

The initial contract term is one year with four successive one-year renewal options; price adjustments are capped at the percentage increase or decrease of the Consumer Price Index's Other Services category. Contractors must maintain workers' compensation insurance meeting statutory requirements, employer's liability of $100,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability of $1,000,000 combined single limit if applicable.

Evaluation criteria are specific plans and methodology (40 points), offeror composition and experience (20 points), small business subcontracting plan (20 points), fee proposal (15 points), and references (5 points). Contractors must comply with minimum staffing levels; liquidated damages equal two times the rate of pay for vacant positions assessed after a 60-day grace period. The Commonwealth reserves the right to cancel without penalty upon 60 days' written notice and to make multiple awards.
