About this file
This Addendum 002 modifies RFP DOC-26-065 issued by the Commonwealth of Virginia Department of Corrections for Substance Use Disorder Treatment Services to be delivered across multiple correctional facilities. The solicitation seeks proposals for specialized treatment programs including two residential treatment programs, one aftercare program, three cognitive therapeutic community programs, five community corrections alternative programs, one work release program, and eleven full-time SUD social worker positions. Sealed proposals are due July 23, 2026 at 11:00 a.m. EST, with a mandatory virtual pre-proposal conference scheduled for June 23, 2026 at 9:00 a.m. EST via Microsoft Teams. Site visit scheduling is available after the pre-proposal conference concludes. The initial contract term is one year with four successive one-year renewal options. The addendum provides the meeting link and dial-in information for the mandatory pre-bid conference and clarifies that all programming will be delivered within DOC facilities, with the vendor providing staff and programming while the Department provides physical space and security support.
The addendum addresses key clarifications regarding contractor requirements, including confirmation that DBHDS licensure is not required prior to proposal submission, though prior experience providing the applicable level of care is preferred. Vendors are not required to own or lease residential property, as all services will be provided within DOC facilities. Background checks for vendor staff typically require two to eight weeks for completion and are conducted at contractor expense. The addendum confirms that administrative costs and monthly rates for staff hiring and training prior to service commencement are permissible within proposals and will be considered during the evaluation and negotiation process. Additionally, the addendum references VADOC HR Policies 102.2 and 102.3, which establish flexible, case-by-case evaluation procedures for peer recovery specialists with criminal conviction histories, allowing broader eligibility than traditional background screening processes. Price adjustments are capped at the percentage increase or decrease of the Consumer Price Index's Other Services category for renewal options.

Questions – Clarifications / Answers prior to the Mandatory Pre-Proposal Conference Q1. This is provision for those that either have a rehabilitation center, and/or, are willing to provide therapy for those located at one of these correctional facilities?
A1. All programs are located within the correctional centers listed in the RFP. Additional programing is offered at Community Corrections Alternative Program sites. Contracted programing needs are also outlined therein and vary by site. The participants would not be patients at an existing residential program on rehabilitation center as the programs are offered for inmates during their period of incarceration at a specific VADOC prison.
Q2. Can you please clarify whether the respondent must be licensed by DBHDS to provide the applicable level of service prior to submitting a response to the RFP?
A2. No. A history of prior provision of the level of care indicated is preferred but no DBHDS license is required prior to submission.
Q3. Please specify which license is being referenced under Attachment A, Question 5.
A3. This is a standard clause in the RFP boilerplate and offerors should list any required licenses in this section.
Q4. Can you clarify the anticipated timetable for award and the expected start date of services?
A4. DOC intends to award a contract(s) in ample time to prevent a gap in services provided under our current which is set to expire on February 28, 2027.
Q5. For Attachment A, Question 4—will DOC consider awards that include a monthly rate to support staff hiring and training prior to services being rendered?
A5. All proposals will be considered based on the overall strength of the submission and proposed program offerings. Overall cost is of course a factor. However, global fee structure can be negotiated during the negotiation process for offerors selected for negotiations. There is no initial barrier to the inclusion of a monthly rate that would preclude review of the proposal and offerors should follow the pricing structure listed in the RFP.
Q6. What is the anticipated timeline for vendor staff to be cleared through DOC background checks once information is submitted?
A6. Background checks usually take between two weeks and two months.
Q7. Specifically regarding the use of Peer Support Specialists, where can we find DOC’s background clearance requirements for peer staff?
A7. VADOC HR Policies 102.2 and 102.3 offer a flexible, case-by-case evaluation process for all applicants with criminal convictions, including peer recovery specialists.
Because the DOC policies do not automatically disqualify individuals based on conviction history and require individualized review and approval instead, they inherently allow broader eligibility for compensated PRS employment than traditional background screenings.
Q8. Are there any restrictions on administrative costs that may be included in the proposal?
A8. All proposals will be considered based on the overall strength of the submission and proposed program offerings. Overall cost is of course a factor. However, global fee structure can be negotiated during the negotiation process. There is no initial barrier to the inclusion of a administrative costs that would preclude review of the proposal, but offerors should follow the pricing structure listed in the RFP.
Q9. While we understand the solicitation indicates these can be scheduled after the pre-proposal conference, we would like to confirm whether scheduling can begin sooner, or if it must wait until after the conference has concluded.
A9. Site visit scheduling will be available after the preproposal conference.
Q10.
I would like clarification on whether this solicitation includes transitional living, halfway housing, or community-based residential recovery housing services, or whether the services are to be provided within Virginia Department of Corrections facilities and programs.
A10.
Transitional living, halfway housing and community-based residential recovery services are not part of the RFP. All required services will be provided to inmates within DOC facilities.
Q11.
I would like to know whether an offeror is required to already own, lease, or have a residential property secured before submitting a proposal, or whether the property/site may be identified and secured after contract award, if applicable.
A11.
No. There is no requirement for property ownership at all. All programs are held inside VADOC prisons and Community Corrections Alternative Programs correctional facilities. The vendor is asked to provide staff and programing. The VADOC provides the physical space and residential facilities.
Acknowledgment of this addendum must be provided by completion of the appropriate section of the Proposal Form provided with the solicitation.
Sincerely, Name: Cynthia Creed, VCO, VCA
