About this file

This is a Mandatory Pre-Proposal Conference Attendees document for the Commonwealth of Virginia Department of Corrections' RFP DOC-26-065 for Substance Use Disorder Treatment Services. The Virginia Department of Corrections is requesting proposals to provide comprehensive SUD treatment across up to ten DOC facilities, including two specialized residential treatment programs, one aftercare program, three cognitive therapeutic community programs, five community corrections alternative programs, one work release program, and eleven full-time SUD social worker positions. A mandatory virtual pre-proposal conference was held on June 23, 2026 at 9:00 a.m. EST, with sealed proposals due on July 23, 2026 at 11:00 a.m. EST. The initial contract term is one year with four successive one-year renewal options. Forty-three organizations and sixty-one individual attendees participated in the pre-proposal conference, representing a diverse mix of healthcare providers, substance abuse treatment centers, behavioral health services, recovery organizations, and support services entities.

All offerors must be DSBSD-certified small businesses or demonstrate E-Verify program participation if employing more than 50 employees. Contractors must recruit, employ, train, and manage their own staff while the Department of Corrections provides medical, mental health, case management, and security support. All contractor staff must pass background investigations at contractor expense and complete DOC-required training including PREA and fraternization training. Contractors must maintain workers' compensation insurance, employer's liability of $100,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability of $1,000,000 combined single limit if applicable. Price adjustments are capped at the percentage increase or decrease of the Consumer Price Index's Other Services category. Evaluation criteria include specific plans and methodology (40 points), offeror composition and experience (20 points), small business subcontracting plan (20 points), fee proposal (15 points), and references (5 points). Liquidated damages equal two times the rate of pay for vacant positions assessed after a 60-day grace period. The Commonwealth reserves the right to cancel without penalty upon 60 days' written notice and to make multiple awards.
