About this file
This is Addendum 003 to RFP DOC-26-065 issued by the Commonwealth of Virginia Department of Corrections on July 2, 2026, providing clarifications and answers to fifty-five questions submitted by prospective offerors regarding Substance Use Disorder Treatment Services. The solicitation encompasses comprehensive treatment programming across multiple Virginia correctional facilities, including specialized residential programs at Indian Creek Correctional Center (984 cognitive therapeutic community beds with current census of 897), Virginia Correctional Center for Women (82 beds, current census 73), and additional programs at Pocahontas Correctional Center, Green Rock Correctional Center, and State Farm (40 beds work release, current census 35). The contractor must provide staffing and programming for all designated substance use disorder treatment beds while the DOC provides office equipment, medical services, internet, and centralized printing. The mandatory virtual pre-bid conference occurred June 23, 2026, with a revised question submission deadline of July 7, 2026 at 5:00 p.m. EST and proposal due date of July 23, 2026. The anticipated contract start date is March 1, 2027, following expiration of the existing contract on February 28, 2027, with an initial one-year term and four successive one-year renewal options.
The current contract is valued at approximately $7 million annually. Staffing must maintain a 1:20 ratio of staff to program participants providing direct care, with all clinical supervisors holding Virginia-issued substance use-specific certification and a minimum of 50 percent of all counselors maintaining appropriate substance abuse certifications. The contractor is responsible for all employee recruitment, training, and management, including DOC-required trainings and background investigations at the contractor's expense (partial background checks at $90 per employee, limited checks at $50). Liquidated damages equal two times the rate of pay for vacant positions assessed after a 60-day grace period. No liquidated damages have been assessed to date under the current contract, with vacant positions frozen or reduced by monthly payment adjustment. The evaluation criteria consist of specific plans and methodology (40 points), offeror composition and experience (20 points), small business subcontracting plan (20 points), fee proposal (15 points), and references (5 points). Offerors that are not DSBSD-certified small businesses receive credit for small business subcontracting plans not to exceed 75 percent of the 20-point criterion. The Commonwealth reserves the right to award the entire contract to a single vendor or make multiple awards to different vendors for specific sites or the entire contracted ecosystem.

DOC-RFP-26-065, Addendum 003 - Substance Use Disorder Treatment Services
COMMONWEALTH OF VIRGINIA
DEPARTMENT OF CORRECTIONS
6900 ATMORE DRIVE
RICHMOND, VIRGINIA 23225
July 2, 2026
ADDENDUM NUMBER 003 TO ALL OFFERORS:
Reference: DOC-26-065
Commodity: Substance Use Disorder Treatment Services
Dated: June 3, 2026
For Delivery To: Department of Corrections – Multiple Locations
Proposal Due Date: July 23, 2026
Mandatory Virtual Pre-bid Conference: June 23, 2026 at 9:00am
The solicitation is hereby changed as follows:
1. Deadline for submitting additional questions is Tuesday, July 7, 2026 at 5:00 p.m., EST.
2. Questions, Clarifications / Answers:
Q1. Who is responsible for the cost of office equipment (computers, printers, copiers, etc.)?
A1. DOC will provide equipment such as computers, printers, copiers, etc. The Contractor is responsible for office supplies.
Q2. Please confirm that Attachment F does not need to be signed until an employee gets hired as part of a contract award and that signature would not be required unless they plan to drive a state vehicle to support the requirements of this contract (per section S. Criminal Records and Driver’s License Checks)?
A2. Yes, that is correct.
Q3. Could the DOC please clarify if Peer Recovery Specialists are contractor employees, DOC employees, or DOC employed-incarcerated individuals?
A3. Indian Creek has a contractor employed PRS. The VADOC pays inmates to serve in PRS roles across the Department. It is expected that as VADOC continues to grow the incarcerated peer workforce, they will be integrated into the treatment communities run by this contract as appropriate to support a recovery environment. Proposers are welcome to include contract=.employed PRSs in their staffing model. As incarcerated peers gain training and work towards certification, support from contract staff for Peer supervision is appreciated. This supervision has historically been assigned collaboratively between VADOC employees and contract employees as practical.
Q4. Please provide the number and location of all Peer Recovery Specialists.
A4. There is currently one contract employed PRS, and this PRS works at Indian Creek. There are also 12 incarcerated PRSs at Indian Creek. There are approximately 2 in each of the other contracted programs. The number of PRSs assigned to a location changes based on release date, behavior, and the peer’s desire to serve in a particular location. There is some flexibility in these roles based on census, training need, and peer choice.
Q5. Are all beds at Indian Creek considered Substance Use Treatment beds and considered in-scope?
A5. Yes, all 984 program beds are SUD / Cognitive Therapeutic Community Beds.
Q6. What technology do patients currently have access to? (iPads, tablets, etc.)?
A6. They have proprietary tablets that have communication and entertainment in a secure environment.
Q7. What technology software or platforms are patients currently using, as it relates to SUD programming?
A7. There are recovery-oriented videos, books, and supportive materials on the tablets. Future software may be added.
Q8. The RFP states the Aftercare Program is for inmates who complete the RIDUP program and for eligible inmates who complete the SL3 and FRP. What is the SL3?
A8. Security Level 3. Inmates in the VADOC are classified from SL1 – SL6. Green Rock Correctional
Center cannot house inmates above level 3. This means that RIDUP and FRP graduates who need after care will be provided support by VADOC staff at the higher security level locations.
Q9. Is the VA DOC ACA and/or NCCHC accredited?
A9. ACA accredited
Q10. In attachment H, section H, the RFP lists required proposal components for “all programs.” Could the
DOC please confirm if “all programs” includes the following:
• Residential Illicit Drug Use Program (RIDUP)
• Fentanyl Response Program (FRP)
• Cognitive Therapeutic Community (CTC) Program
• Youthful Offender (YO) Program
• Behavior Corrections Program (BCP)
• Voluntary Substance Use Disorder Treatment Program (VSUDTP)
• Cognitive Behavioral Interventions for Substance Use – Adult (CBI-SUA) housing unit
• Transitional Women’s Work Release Program
• Community Corrections Alternative Programs (CCAPs) Residential Probation-Based Treatment
Sites
• Aftercare Program
• State-wide SUD Social Worker Program
A10. Yes, these are all of the programs. Please keep in mind that BCP and YO are court ordered and participate in the cognitive community at VCCW and Indian Creek. Currently, the YOs have a separate curriculum and separate groups. The BCP inmates are mixed in with the rest of the CTC participants and they have the same curriculum for them as the other CTC participants. CBI-SUA at
Indian Creek is there to complete that 47 session group program. They are in one housing unit. While the CBI-SUA Pod runs as a CTC, it is somewhat distinct from the overall phased progression of the main CTC. The SUD Social Workers are a case management and individual and group counseling support position, not a program. They function independently at their sites but support program participants.
Q11. In Appendix 2 to Attachment H, the RFP states to qualify for admission to a CTC residential program, the incarcerated individual must be within 6-36 months of their MPRD/GTRD. Please define what the acronyms “MPRD/GTRD” stand for.
A11. This is their release date. Mandatory Parole Release Date or Good Time Release Date.
Q12. Please provide the data required in Section 2. D. as it stands currently to include how many patients complete the program in a timely manner, how many do not complete their program successfully, benchmarks for post-release success as outlined in 2. D.vi, etc.
A12. The final benchmarks will be negotiated with offerors selected for negotiations. Per the referenced section, the proposal of benchmarks occurs within 30 days after the contract is awarded. This will be negotiated based on current census within the programs. The majority of participants do complete the various programs. Of course, rates vary over time.
Q13. The RFP states the Aftercare Program is for inmates who complete the RIDUP program and for eligible inmates who complete the SL3 and FRP. What is the SL3?
A13. SL 3 means security level 3 or lower. Levels 4-6 will be offered non-contracted aftercare support at their destination site after the program in question. FRP participant After Care eligibility will be determined by assessed need upon program completion.
Q14. Given the VSUDTP is designed for inmates in active drug use who request SDU programming, does the VA DOC oversee the withdrawal process?
A14. Inmates are medically cleared prior to transfer and DOC Health Services has medical facilities in every
VADOC Correctional Center. If there is a need for withdrawal management, it can be addressed on-site. Medications for Opioid Use Disorder (MOUD) is also available at all VADOC correctional centers in consultation with on site health services.
Q15. Do any of the SUD programs have to be licensed? If so, what licensure is required?
A15. There is no specific licensure required, by Virginia, at the program level at this time. The VADOC reserves the right to request licensure in the future should regulations change.
Q16. Does the Contractor have to be licensed? If so, what licensure is required?
A16. No. The licensed / certified staff ratios still apply but the contractor does not need to be licensed.
Q17. Please confirm what types of insurance are required as part of this contract. Section S, “Insurance” requires coverage for Architecture, Asbestos Design, Inspection or Abatement Contractors, Surveying, etc. that would not be applicable to this contract.
A17. See Section III., General Terms and Conditions, Paragraph S, Paragraphs 1-4. Professional Liability
Insurance for Healthcare Practitioners is required.
Q18. Please provide clarification regarding the small business participation requirements outlined in the
RFP. Given that this contract is primarily staffing-based, the current requirements appear to require a structure in which the prime contractor manages multiple small business subcontractors. To better understand the DOC’s expectations, and to ensure a fair procurement process, please provide insight into how this requirement is currently being implemented:
a. Specifically, which small business contractors are currently delivering the services outlined in the
RFP?
b. Do the DSBSD-certified small businesses use their own programming? Or do they use programming provided by the current vendor?
A18. There are currently no small businesses providing direct SUD Services.
Q19. For Offerors that are not certified small businesses, how will points be assigned based on proposed expenditures with DSBSD-certified small businesses (i.e., will a certain number of points be assigned based on the percentage of contract dollars committed to DSBSD-certified small businesses?)
A19. Businesses that are not DSBSD-certified small businesses will receive credit based on their Small
Business Subcontracting Plan not to exceed 75% of the points assigned to this evaluation criterion i.e.
20 points X 75%= 15 points. Points will be assigned based on each offeror’s proposed subcontracting expenditures with DSBSD-certified small businesses for the initial contract period as indicated in the offeror’s submitted subcontracting plan in relation to each offeror’s total price.
The Offeror’s proposed subcontractor use of DSBSD-certified small businesses is divided by the
Offeror’s total proposed price. The quotient is then multiplied by the points assigned for the criteria to determine the evaluation points to be assigned.
Q20. RFP Page 1 of 59, Cover Page states:
"The initial term of the contract will be for a one-year period; however, the contract may be renewed in accordance with RFP Section IX, Paragraph D."
a. What is the anticipated contract start date?
A20. The existing contract goes through 2/28/27. So, anticipated start date is March 1, 2027.
Q21. RFP Page 6 of 59, Section I. Purpose states:
"The programs will include Two (2) Specialized Residential Treatment Programs, One (1) Aftercare Program, Three (3) Therapeutic Community Programs, Five (5) Community Corrections Alternative Programs, and One (1) Work Release Program. Eleven (11) separate SUD Social Worker Positions are also included."
a. Are there three Therapeutic Community Programs, as only two are listed (Indian Creek
Correctional Center and Virginia Correctional Center for Women)?
Indian Creek and VCCW operate as Cognitive Therapeutic Community (CTC) Programs, in addition the Voluntary SUD Treatment Program at Green Rock operates as a modified CTC.
b. What is the number of current program participants for each of the 10 facilities?
c. Please confirm if Offerors are expected to submit a Price Schedule havingFTEs based on the full utilization (total beds) listed for each facility?
i. If not, please provide the proposed census for each facility so the FTE count within the Price
Schedule can be adjusted.
b-c:
SUD Residential Beds and Census
Census numbers are subject to change. Vendors should consider the full bed space capacity when making their staffing plan. However, actual go live staffing will be negotiated based on current enrollment at the time of contract inception.

A21. See above.
Q22. RFP Page 6 of 59, Section I. Purpose states:
"Indian Creek Correctional Center (Cognitive Therapeutic Community, Voluntary Substance Use Disorder Treatment Program, Youthful Offender Program, Behavioral Correction Program) - 801 Sanderson Rd, Chesapeake, VA; Security level 2; total beds are 1,055”
RFP Page 47 of 59, Attachment H. Site-Specific Requirements for Programs states:
"The correctional center bed capacity is 1,055 including 984 CTC beds distributed among 12 dormitories, plus a designated building housing 24 restorative housing beds and 48 Intensive Treatment Unit (ITU) beds."
a. Should the Contractor provide staffing and programming for 984 TC beds, 1,005 beds, 1,055 beds, or 1,056 beds (984 + 24 + 48) at ICCC?
b. Could VADOC please explain how the program totals 1,005 beds as noted on page 48
A22. A and B – there are 984 program beds at ICCC. There are 21 additional beds related to things like medical and Alternative General Population this adds up to 1005 beds. The contractor should plan for 984 program beds.
Q23. RFP Page 6 of 59, Section II. Background states:
"Since 1995, the DOC has operated Cognitive Therapeutic Community Programs (CTC) for those incarcerated with intense substance use disorder. The Programs operate with a ratio of one (1) staff member to twenty (20) participants."
a. To be compliant, does the 1 to 20 staff ratio apply to those staff providing direct treatment only, and does this apply to all programs/facilities?
b. Should Bidders be held to a minimum staffing of 52.75 for Indian Creek Correctional Center
(1,055 / 20) and 4.1 for Virginia Correctional Center for Women (82 / 20)?
c. Could VADOC please supply the current Contractor’s number of authorized staff for Indian
Creek Correctional Center, and if below 52.75, please provide an explanation for the discrepancy?
A23. Staffing ratios are determined by the current census divided by the number of staff with a caseload / providing direct care. Of course, vacancies occur. Positions can be opened or frozen depending on the average daily census. This means that an 80 bed program for example would have 4 direct care staff.
Q24. RFP Page 7 of 59, Section II. Background states:
"In late 2023, to counter the epidemic of fentanyl poisoning and drug overdoses occurring throughout the Commonwealth of Virginia and within the VADOC, two (2) new specialized residential addiction treatment programs were launched. The Residential Illicit Drug Use Program (RIDUP) was designed for inmates who experience an illicit substance overdose. The Fentanyl Response Program (FRP) was designed for inmates who test positive for fentanyl."
a. What is the current authorized staffing for these new programs at Pocahontas Correctional
Center? Currently this program has 4 counselors and a program director.
b. Is the new program staffing at Pocahontas Correctional Center similar to the Therapeutic
Community at a 1:20 staffing ratio, or is it something different? Yes, similar.
A24. See above
Q25. RFP Page 7 of 59, Section II. Background states:
"In April of 2024, the VADOC opened the 75 bed Aftercare Program at Green Rock Correctional
Center. This program is designed for inmates who complete RIDUP and eligible inmates who complete FRP based on clinical screening."
a. What is the current authorized staffing for the 75 bed Aftercare program along with the 75 beds
Voluntary SUD Treatment Program at Green Rock
A25. One program director and 6 counselors shared across the two programs
Q26. RFP Page 7 of 59, Section III.A.1. Statement of Needs states:
"Provide Staffing Plan (refer to Attachment H for sample staffing plan model)."
a. Could VADOC please provide the referenced staffing plan model within Attachment H?
b. Could an additional round of questions be allowed once the staffing for Attachment H is provided?
c. Could the Current Contractor’s staffing be provided by facility/program?
d. Please confirm if Contractors are required to maintain a specific Counselor-to-participant ratio.
i. If so, please identify the Counselor-to-participant ratio per program
A26. a.- d.- It is preferred that the perspective contractor propose their own staffing model for these programs. The staff to inmate ratio is 1-20. Appropriate clinical supervision and administrative leadership levels are also encouraged. Staffing ratios are determined by the current census divided by the number of staff with a caseload / providing direct care.
Examples of staffing positions include the following:
Indian Creek
Program Director Director Clinical Services Clinical Supervisors Transition Specialists YO Counselors Intake Counselors RHU Counselor Counselors Certified Peer Recovery Specialist HR Generalist
VCCW
Program Director Counselors
Q27. RFP Page 7 of 59, Section III.A.1.b. Statement of Needs states:
"Ensure all Clinical Supervisors maintain a Virginia issued substance use specific certification and ensure that a minimum of 50 percent of all counselors maintain a substance use specific certification."
a. Does VADOC include all counselors (including Employment Counselor, Reentry Counselors, Evening Counselors, Restricted Housing Counselors, Youth Offender Counselors, Intake Counselors, and TC Counselors) as required to have 50 percent certification?
b. Please explain why certain Counselor positions are exempt from the 50% certification requirement, if any
c. Does the 50 percent certification apply to all Counselors or only Counselors within the Therapeutic Community facilities (i.e. Indian Creek Correctional Center and Virginia Correctional Center for Women)?
d. Do the Youthful Offenders (YO) and Behavioral Corrections Program (BCP) Counselors need to comply with the 50 percent certification requirement?
a.-d.: The goal of the 50% certification rate is to ensure high quality SUD treatment is available to the participants. It is understood that some roles such as a reentry counselor (Transition Specialists ) may not require SUD specific training to the same degree as a someone like an SUD group treatment facilitator. This is why the requested ratio is 50%. This model also allows for early career professional hires to work towards certification during their employment. This is another reason for the 50% requirement.
i. If so, please provide the bed counts for the Youthful Offenders (YO) and Behavioral
Corrections Program (BCP) programs.
Currently BCP and YO participants:
BCP – 6 - integrated in the CTC YO –18 integrated in the CTC
These individuals are housed in the same spaces as the other Indian Creek CTC program participants. Thus they are part of the same ratios.
e. Does the 50 percent certification also apply to the Transition Specialist and Orientation
Specialist (per current Contractor’s staffing)?
f. Does the Counselor certification requirement apply to all facilities/programs?
g. Should the Contractors include or exclude the certified Clinical Supervisors in the 50/50 ratio calculation?
h. To be compliant, will Contractors need to have more certified Counselors than uncertified
Counselors if the percentage is not perfectly 50/50? For example, if 7 full-time Counselors are needed, should the split be 4 certified and 3 uncertified, as the opposite (3 certified and 4 uncertified) would not be compliant?
e.-h.: The 50/50 split applies to all programs. All staff for that site are used in the calculation.
A good faith effort is expected to maintain the appropriate ratio. Utilizing a Certified program director at a site can help mitigate this issue. The 4/3 ratio is preferred. The VADOC also understands that program census and staffing levels vary based on many factors. While more certified staff is beneficial collaborative hiring discussions can occur to address emergent one off situations.
A27. See above
Q28. RFP Page 8 of 59, Section III.A.1.g. Statement of Needs states:
"Maintain a minimum agreed upon staffing level. In the event these staffing levels are not maintained, liquidated damages will be assessed. Minimum staffing levels will be negotiated prior to award"
RFP Page 33 of 59, Attachment A. 4 Price Schedule states:
a. Please specify how the current contractor is being assessed for liquidated damages, and does it differ from two times the rate of pay after a 60-day grace period? Current contract contains the same liquidated damages.
b. What is the current contractor’s minimum staffing level by facility?
c. To build a minimum staffing level, could VADOC please provide the lowest census in the last three years for each facility/program?
d. What was the total or average monthly number of vacancies assessed damages in the previous year?
e. What positions have been difficult to hire/retain? – Allen asked is it ok to answer this?
f. What was the total liquidated damages applied to the current contractor in the previous year?
g. Rather than a monthly flat-fee invoice with liquidated damages, would VADOC consider pass-through billing of labor expense, so VADOC only pays for costs incurred along with a fixed fee for necessary non-personnel expenses for contract operations? DOC may consider this with offerors so selected during negotiations.
A28. b–g. - Offerors should propose staffing based on the number of beds for each program in accordance with the 1 to 20 staffing ratio provided in the RFP.
Q29. RFP Page 8 of 59, Section III.a.1.g. Statement of Needs states:
“Maintain a minimum agreed upon staffing level. In the event these staffing levels are not maintained, liquidated damages will be assessed.”
a. Will the VADOC please provide the historical liquidated damages assessed to the current vendor for staffing deficits over the past 12 to 24 months to help offerors properly assess risk?
A29. To date (in the current contract period) no liquid damages have been assessed. Positions have at times been frozen or reassigned due to lower need or changing needs. Payments have been reduced by the amount of the vacant position per month until filled when a position was vacant for an extended period.
Q30. RFP Page 8 of 59, Section III.A.2.a. Program Operations states:
"Operate all programs with fidelity utilizing evidence-based and national best practices, specifically outlining program details to include assessments, screening tools, program curriculums, program length, standards, interventions, incentives and post release continuing care plans."
a. What programs would be permitted to have contingency management, including the provision of tangible rewards to acknowledge program achievements?
b. If tangible rewards are permitted, could you please specify what types of incentives are allowable
(e.g., additional hygiene products, snacks, or similar items)?
A30. Incentives area allowed. Additional rec time, food events, festival events, outside food, pictures, additional phone calls, enhanced commissary, and in pod music are some possible examples.
Graduation Ceremonies with live music, speakers, meals and family visits are currently done. Options vary by site and must be approved by the department / location. However, the VADOC is open to these kinds of incentives.
Q31. RFP Page 9 of 59, Section III.A.2.i. Program Operations states:
"Ensure all contract staff attend VADOC specific trainings and meetings related to their scope of work. All trainings may be held virtually, onsite, or throughout the state. Costs for travel will be covered by the contractor."
a. Which staff or how many staff will be expected to attend the onsite trainings, and what will be the frequency? Some trainings will be applicable to all Contractor’s staff.
b. Does cost for travel include lodging and food? Contractor covers all costs.
c. How many days will each meeting be?
A31. Approximately 1- 2 weeks of site-specific phase training and cognitive therapeutic community training or program related training are required for all staff. There is some variation by site. It is expected that the contractor will provide appropriate on boarding to onsite staff. Depending on timing, some trainings are available on site or near the site. Some trainings may require travel. All travel, food, and lodging must be covered by the vendor. The VADOC reserves the right to mandate additional trainings as needs emerge.
Q32. RFP Page 9 of 59, Section III.A.2.l. Program Operations states:
"Provide at no additional cost to the DOC all office supply and program material and comply with VADOC operational requirements. Furthermore, the contractor will assume all costs associated with damaged equipment provided by the VADOC."
a. Could you please specify what furniture and equipment will be provided by VADOC in the offices and classrooms?
b. Will VADOC be providing desktops or laptops for Contractor staff? If not, are there certain specifications required for computers to be brought onto the premises?
c. Will VADOC provide internet services for the Contractor?
a.-c.: Desks, chairs, copier / printing, laptops or desktops, office space and white boards are provided. Internet is provided by DOC.
d. Will printers and copiers be made available at the facilities for contractor use, or is it the vendor’s responsibility to supply and maintain these items, including supporting the routine printing of program materials?
e. Will VADOC allow the Contractor to use its existing phones and fax lines?
d.-e.:Yes, VADOC centralized printing may be used. VADOC Phones are allocated to the existing office spaces.
A32. See above
Q33. RFP Page 9 of 59, Section III.A.2.p. Program Operations states:
"Ensure that data (client assessment details, progress notes, treatment plans, and discharge summaries, etc.) is accurate and promptly entered in VirginiaCORIS offender management system."
a. Is VirginiaCORIS considered the Electronic Health Record (EHR) for programming, or is the vendor required to provide an additional EHR/record-keeping system outside of VirginiaCORIS?
A33. VirginiaCORIS is considered to be an offender Management System and serves as the record keeping system for key inmate information and activity including SUD treatment information. Any paper documentation is maintained on site at the various program location. Additionally scanned documents may be uploaded and associated with a participant's CORIS files. Permissions for this activity are assigned appropriately.
Q34. RFP Page 14 of 59, Section V.B. Award of Contract states:
"Selection shall be made of two or more offerors deemed to be fully qualified and best suited among those submitting proposals...The Commonwealth reserves the right to make multiple awards as a result of this solicitation."
a. Can the VADOC please confirm if its intent is to definitively award the contract to more than one vendor, or if a single-vendor award is still a possibility?
A34. VADOC reserves the right to award the entire contract to a single vendor or to multiple vendors.
Proposals can be for the entire contracted ecosystem or for specific sites.
Q35. RFP Page 17 of 59, Section VIII.I. Clarifications of Terms states:
"If any prospective offeror has questions about the specifications or other solicitation documents, the prospective offeror should contact the buyer whose name appears on the face of the solicitation no later than five working days before the due date. Any revisions to the solicitation will be made only by addendum issued by the buyer."
a. What is the anticipated timeframe for the Commonwealth to release answers to questions?
b. If the answers are posted within 10 business days of the submission deadline, would VADOC consider extending the deadline for proposal submission?
A35. a.-b.: Final questions and/or clarifications must be submitted no later than July 7, 2026 at 5:00 p.m.
EST in order to be considered. There will be a minimum of ten (10) days after the last addendum issued and the date which proposals must be submitted by. An extension would be issued if required, to meet the minimum ten (10) days.
Q36. RFP Page 22 of 59, Section VIII.X. Availability of Funds states:
"It is understood and agreed between the parties herein that the agency shall be bound hereunder only to the extent that the legislature has appropriated funds that are legally available or may hereafter become legally available for the purpose of this agreement."
a. Is there an overall funding limit or estimated budget threshold for this procurement?
A36. The current contract is approximately $7 million annually.
Q37. RFP Page 28 of 59, Section IX.q. Background Investigations states:
"The DOC may require partial or limited background investigations for Contractor staff assigned to this Contract... Investigations are charged at a rate of $90.00 for a partial background check and $50.00 for a limited background check."
a. For budgeting purposes, under what specific circumstances or for which specific roles would a partial investigation ($90.00) be conducted as opposed to a limited background check ($50.00)?
A37. Partial Background Investigations will be required for any contract resulting from this RFP.
Limited Background Investigations are considered non-sensitive. These apply to contractors, interns, and volunteers who will not have access to any agency records and/or will never be unescorted with offenders.
Examples include:
• Contractors such as Verizon or JA Street performing repairs or maintenance at a facility or district office
• Guest speakers participating in an event
• Kairos volunteers
Q38. RFP Page 33 of 59, Attachment A. 4. Price Schedule states:
"Proposed staffing breakdowns must be provided for all locations included in the total proposal submission. Sample breakdowns are provided below."
a. There do not appear to be sample breakdowns provided below this section in the RFP. Will the VADOC please provide the referenced sample breakdowns?
A38. Sample:
1. TC Program @ Indian Creek Correctional Center
Position FTE Hours per Mont h
Hourly Rate Monthly Rate
Q39. RFP Page 47 of 59, Attachment H. Site-Specific Requirements for Programs states:
"Current Staffing and Capacity" followed by bullet points that only indicate total beds (e.g., "Total Beds: 80").
a. The RFP headers indicate “Current Staffing and Capacity,” but only the bed capacity is shown.
Was the current staffing meant to be listed underneath each program?
i. If so, will the VADOC please provide the current staffing matrix for each location, or provide the current incumbent staffing levels for all programs outlined in the solicitation?
A39. See A26.
Q40. RFP Page 48 of 59, Attachment H. Site-Specific Requirements for Programs states:
"Current Staffing and Capacity: Total Beds: 1,005; VSUDTP Beds: 82; CBI-SUA Beds: 82; BCP; YO;
CBISUA; CTC beds distributed across remaining capacity"
a. Could VADOC please provide the exact bed breakdown to reach the 1,005 beds?
b. Could VADOC provide the minimum number of Counselors needed by program?
A340 See A22 and A26.
Q41. RFP Page 49 of 59, Attachment H. State Farm Transitional Women’s Work Release Program states:
“Contractor is responsible for providing drivers.”
RFP Page 10 of 59, Section III.A.2.s.iv states:
