About this opportunity
The State of New Hampshire Department of Education, Bureau of Vocational Rehabilitation is requesting proposals for a Digital Spend Management Platform under RFP 2027-004, with proposals due July 17, 2026 at 5:00 PM EST. The platform must comply with NIST SP 800-171 and NIST SP 800-53 standards and achieve or maintain FedRAMP or GovRAMP authorization — the primary technical filters.
The scope is a secure, hosted digital platform enabling eligible vocational rehabilitation participants to directly purchase approved goods and services while maintaining financial controls and regulatory compliance. The State is open to multiple solution models: prepaid or debit card solutions, virtual card solutions, app-based wallet platforms, and controlled vendor marketplace models. The platform must maintain WCAG 2.1 Level AA accessibility compliance, require 99.9% monthly uptime, provide 24/7 hosting availability with on-call technical support during business hours, and conduct criminal background checks on all staff. All data must remain within Continental United States data centers. Service level agreements require quarterly reporting on server uptime, change requests, critical outages, and deficiency metrics.
Evaluation uses a 100-point scale: Proposed Solution (30 points), Vendor's Technical, Service and Project Management Experience (20 points), Vendor Company Qualifications (15 points), Staffing Qualifications (10 points), FedRAMP/GovRAMP Authorization Status (15 points), and Price Proposal (10 points). Vendors scoring below 60 points receive no further consideration and their price proposals remain unopened. Oral interviews and product demonstrations may be conducted at the agency's discretion.
The contract term runs from the effective date through September 30, 2030, with two optional one-year extensions available at the State's discretion, subject to satisfactory performance, continued funding, and Governor and Executive Council approval. A Not to Exceed pricing structure applies. Estimated vendor selection is August 7, 2026. A non-mandatory vendor conference is scheduled for July 10, 2026 at 1:00 PM EST via virtual meeting.
