About this file

This document comprises agency responses to vendor inquiries submitted by the State of New Hampshire Department of Education, Bureau of Vocational Rehabilitation regarding RFP 2027-004 for a Digital Spend Management Platform. The platform will serve approximately 369 participants in State Fiscal Year 2026, with potential expansion to 3,000 participants if goods offerings are successful. The State anticipates processing approximately 1,000 transactions annually, supporting eligible participants in purchasing approved goods and services while maintaining financial controls and regulatory compliance. The RFP evaluation occurs on a 100-point scale assessing proposed solution, vendor technical and project management experience, company qualifications, staffing qualifications, FedRAMP/GovRAMP authorization status, and price proposal, with vendors scoring below 60 points receiving no further consideration. The contract term extends from the effective date through September 30, 2030, with two optional one-year extensions available at the State's discretion subject to satisfactory performance, continued funding, and Governor and Executive Council approval. Estimated vendor selection is August 7, 2026, with a non-mandatory vendor conference scheduled for July 10, 2026 at 1:00 PM EST via virtual meeting.

The annual program funding volume is approximately $938,000, with actual funding potentially varying based on specific goods, services, and reimbursement categories processed. The State will reimburse 100 percent of documented expenditures submitted on invoices by the 10th of the following month, supported by deliverable summaries organized by budget line and detailed expense listings; final invoices are due within 30 days of contract end, with failure to meet this deadline potentially resulting in non-payment. The specific methodology for funding participants will be determined during contract negotiations with the successful vendor. For subscription-based SaaS solutions, the State's contract template includes alternative licensing provisions that will be selected during negotiations based on the engagement structure.

Agency Responses to Vendor Inquiries

1. How many participants or clients are expected in the program?

In State Fiscal Year 2026 (7/1/25–6/30/26), approximately 369 participants received an applicable good or item directly through our program from roughly 100 vendors.

Of these, 30 participants received direct payments for travel reimbursement.

The volume and type of goods and services processed may vary annually depending on participant needs and program scope.

2. What is the volume of transactions per participant processed annually?

Approximately 1,000 transactions are processed per year. This estimate may fluctuate based on the range and scope of goods and services eligible for processing within the program. If goods are successful, we will the consider adding services which would then increase the number from 369 to approximately 3,000 participants.

3. What is the anticipated annual program funding volume?

The transactions referenced above represent approximately $938,000 in total annual volume. Actual funding volume may vary depending on the specific goods, services, and reimbursement categories under the program’s scope.

4. What are the State's expected invoicing frequency and payment terms for the resulting contract?

Payment is to be made on the basis of invoices which are submitted by the 10th of the following month and supported by a summary of completed deliverables, as outlined by budget line, that have taken place in accordance with the terms of the contract, along with a detailed listing of expenses incurred. If otherwise correct and acceptable, payment will be made for 100% of the expenditures listed. A final invoice is due within 30 days of the end of this contract. Failure to submit the invoice by this date could result in non-payment. The specific methodology for funding participants will be determined during contract negotiations with the successful vendor and incorporated into the resulting contract.

5. In respect of the language in Exhibit D, Section 1, can the State confirm how it would like to reflect that the subscription-based license grant applies, in the event that a given Contractor is providing the Services on a SaaS basis and the alternative license structure would not be applicable to the engagement?

The State's contract template includes alternative licensing provisions. During contract negotiations with the successful vendor, the parties will select the provisions applicable to the resulting engagement, including the subscription-based licensing provisions for a SaaS solution, if applicable.
