About this opportunity
The State of Utah Division of Facilities Construction and Management (DFCM) is requesting Statements of Qualifications from electrical, general, fire protection systems, HVAC/mechanical, plumbing, and roofing contractors for prequalification to participate in public school construction competitive procurements, with SOQs due September 9, 2026. Attendance at a mandatory prequalification meeting on August 26, 2026 (held in person at Taylorsville State Office Building or virtually) is required for all applicants. Prequalification applies only to prime contractors holding direct contracts with school districts; subcontractors are exempt.
Contractors must submit a Contractor Information Form, trade-specific SOQ forms, a letter of bondability from a surety maintaining an A.M. Best rating of A X or better and listed in U.S. Treasury Circular 570, an active State of Utah DOPL contractor license, a Termination or Debarment Certification Form, and a Performance References Form documenting five projects completed within the past five years where the contractor held the contract directly with the stakeholder. Contractors with fewer than three active DFCM performance ratings must provide a minimum of five non-DFCM references.
Evaluation uses a 100-point scale: the Statement of Qualifications and Experience Form is worth 75 points and Past Performance References is worth 25 points. Contractors must achieve a minimum overall score of 80 points and a minimum of 20 points in Past Performance References to prequalify. Performance ratings must average 4.00 or higher on a 5.00 scale. Prequalification is effective October 1, 2026, and valid for 18 months. Renewal documents are accepted no sooner than 60 days prior to expiration. Prequalification applies to projects exceeding $500,000; for projects exceeding $3.5 million, procurement teams must self-validate qualifications and bonding capacity. Questions are due August 31, 2026 at 3:00 p.m., with an addendum issued by September 2, 2026 at 3:00 p.m. Prequalified contractors will be announced September 30, 2026 at 5:00 p.m. Effective January 1, 2027, DFCM assumes oversight of public school construction for 43 school districts and over 100 charter schools.
