About this file
This is a Letter of Bondability Requirements document issued by the State of Utah's Division of Facilities Construction and Management (DFCM) for contractor prequalification in public school construction projects. Contractors seeking prequalification in the electrical, general, fire protection systems, HVAC/mechanical, plumbing, and roofing trades must submit proof of bondability from their surety provider. A mandatory prequalification meeting is scheduled for Wednesday, August 26th at 1:00 PM, with attendance required either in person or virtually. The prequalification process establishes contractor eligibility for participation in future competitive procurements for public school construction.
Contractors must obtain a letter from their bonding agent on business letterhead certifying that the surety is licensed in Utah, maintains an A.M. Best rating of A X or better, and is listed in the U.S. Treasury Circular 570 acceptable sureties list. The bonding letter must include the contractor's name and address, single project bonding capacity, total aggregate bonding capacity, length of the surety relationship, current account standing, and the bonding agent's signature with Power of Attorney documentation. Alternatively, contractors without a bonding agent or unable to obtain bid and performance bonds must complete and sign a designated form included in the requirements document. This bondability letter serves as a qualification threshold for contractors to participate in DFCM's public school construction competitive bidding process.
