About this file

This addendum is issued by the State of Utah's Division of Facilities Construction and Management (DFCM) in response to public questions regarding Solicitation JJ27001, a Request for Statement of Qualifications (SOQ) for DFCM Contractor Prequalification for Public School Construction. The solicitation seeks qualified contractors in multiple disciplines including electrical, general, fire protection systems, HVAC/mechanical, plumbing, and roofing for participation in public school construction competitive procurements. A mandatory prequalification meeting was held on August 26, 2026, with attendance required either in person or virtually. The solicitation deadline was September 9, 2026. Contractors currently on the DFCM prequalified list are not required to re-prequalify unless applying for a different discipline or trade. The prequalification process uses a minimum of three performance ratings from projects completed within the past five years, prioritizing DFCM project ratings and supplementing with external references if needed. Prequalification is only required for contractors holding contracts directly with school districts; subcontractors are exempt from this requirement.

There are no fees associated with DFCM prequalification, with renewal required every 18 months. Performance references must demonstrate projects where the applicant served as the original contractor holding contracts directly with stakeholders; for trade-specific contractors such as roofing, references can include projects held with general contractors, while general contractor prequalification requires projects held directly with property owners. DFCM projects valued at $500,000 or more require use of the prequalified list. Bonding letters from surety agents require a Power of Attorney document. The addendum clarifies that security systems and fire alarm upgrades may be classified as electrical work depending on project scope, and contractors should reference individual project scopes as defined by the school district or LEA. A subsequent prequalification period for paving and site civil work will open in November 2026. No project cost minimum is specified for permitting, though projects requiring code review, inspections, fire marshal review, or school security review require DFCM permits.

Event #JJ27001 - Public Q&A August 31, 2026

#1 - Pre qualified

If we are on the DFCM state qualified list do we also have to come to the meeting and pre qualify for the schools?

No, you do not. The only exception would be if you want to be added to a prequalified list for a different discipline/trade. If so, you would need to go through the process to prequalify for that specific list.

#3 - Additional Non-DFCM References

Can we submit additional non-DFCM references to supplement the DFCM rating?

To calculate a contractor's overall performance score, DFCM averages a minimum of three ratings from projects completed within the past five years. The priority order of how these ratings are used is as follows:

1 - Priority Ratings: Ratings from all DFCM projects a contractor has completed within the last five years are always used first. If a contractor has 3+ DFCM ratings, external ratings will not be utilized.

2 - Supplemental Ratings: If a contractor has fewer than three DFCM ratings on file for projects completed within the last five years, external reference ratings will supplement them to reach the three-rating minimum.

Note: When collecting external references, DFCM will use the highest external ratings received in the event we collect more than the number of ratings needed.

#2 - Is this Prequal just for schools?

Is this prequalification just for schools, or does it add you to the DFCM state qualified list for other state projects as well?

Thank you for your question. DFCM will maintain one list for each discipline/trade of prequalified contractors. There will not be independent prequalified lists for public school and non-public school contractors. The DFCM prequalified contractor lists will maintain uniform standards for prequalification requirements and performance evaluations.

#4 - Bonding Letter Requirement

The bonding letter requirement is a bit unclear, so our bonding agent is wondering: Would the

DFCM like a letter directly from the contractor’s surety company, or does a letter from the contractor’s bonding agent meet the requirement?

A letter from the agent is sufficient, but it must come with a Power of Attorney for the agent signing the document.

#5 - Forms

On the Contractor Prequalification - Statement of Qualifications and Experience, the field near the top where you are to select the specific prequalification requested, the field does not work properly.

The choices do not load and you are unable to type into the field.

A corrected form has been uploaded.

#6 - DFCM Stage II prequalified list & This solicitation

If we are already on the DFCM prequalified list to be able to bid Stage II projects, do we need to turn in a proposal for this solicitation "Contractor Prequalification for Public School Construction?"

No, you do not unless you want to apply to be on a different list.

#7 - Multiple Specialized Trades

Can you confirm that we will not have to submit separate packets for each discipline if we are trying to prequalify for multiple?

As provided in the solicitation document, contractors requesting prequalification under more than one trade are required to submit a Statement of Qualifications and Experience Form for each discipline they are requesting prequalification under. The information provided on each form should be specific to the contractor’s qualifications and experience in that discipline. This is the only document that you would need to submit multiples of for prequalification under each discipline because the information provided on each should be specific to the respective discipline indicated on the form. For general contractors we would expect to see a lot of repetitive SOQ information for other disciplines. This requirement is generally for vetting contractors who are technically classified as "electrical contractors", for example, who apply to be prequalified as a general contractor.

#8 - Fire Protection Systems Classification Clarification

Under the fire protection systems classification, will fire alarm system upgrades be part of this new category or would they fall under the electrical classification as has been the case for most of them in the past? Would this classification depend on how the solicitation is created and if so, are there guidelines on how the projects would be classified (so we will know under what categories we should request prequalification)?

Thank you for your question; it's a good one. The answer will depend on the scope of work for the individual project. The scope and type of contractor will be defined at the LEA/school district level.

Upgrades to an existing fire alarm system could easily be classified as an electrical project, assuming the upgrades are for wiring. Keep in mind that use of the prequalified list is only required for projects valued at $500,000 or more, so being a prequalified contractor may not be a factor in many projects.

#9 - Who is required to PreQualify

As an Electrical Subcontractor, we subcontract with General Contractors for the construction or renovation of K12 projects in Utah. If we do not intend to contract directly with the school districts on these projects, is there any need (or is there any benefit) to our participation in this prequalification process? Thank You!!

Thank you for your question. As stated in the solicitation documents:

"Prequalification is not for subcontractors of original Contractors. Only Contractors holding contracts directly with a school district are required to be prequalified by DFCM. Subcontractors working for original Contractors who have contracted directly with a school district are not required to be prequalified by DFCM."

#10 - Paving Classification

I noticed there isn't a paving/asphalt classification this time around. Do we need to wait until the next round of prequalification to reapply under the paving classification if that most closely fits our trade?

Yes. The paving and site civil prequalification will be available during the next round of prequalification that will be available in November 2026.

#11 - Paving Contractor

As a prequalified paving contractor for DFCM, do we need to prequalify for this project?

All currently DFCM prequalified contractors do not need to attend the mandatory meeting or re-prequalify.

#12 - Performance Reference Eligibility for Roofing Subcontracts

The Performance References Form requires projects completed within the past five years where the applicant served as the “original Contractor” and held the contract directly with the “stakeholder.” For a roofing contractor applying for trade prequalification, may the applicant use projects where it held the roofing contract directly with the project’s general contractor, or must the applicant have held a prime contract directly with the property owner? Please also clarify whether the general contractor is considered a stakeholder for purposes of this requirement.

Yes. You can list projects held with the general contractor for trades that would typically be subcontracted. General contractor prequalification will require projects held directly with the owner.

#13 - Permitting Thresholds

At what project cost or scope will DFCM require a school district/LEA to obtain a DFCM construction permit? For example, would routine maintenance or minor capital projects such as water-heater replacements, HVAC replacements, electrical upgrades, or other small projects require a DFCM permit? Is there a specific monetary threshold or list of exempt work?

A project of any size or cost in which the scope requires code review, code inspections, special inspections and materials testing, fire marshal review, or school security review is required to have a permit and have the review completed in EDMS by DFCM or a DFCM prequalified plan reviewer.

This requirement applies to project with or without professional or internal design documents.

#14 - Prequalification Costs

Are there any fees associated with becoming or remaining a DFCM-prequalified code inspector or inspection firm? If so, what are the initial and renewal fees, and how often must prequalification be renewed?

No. There are no fees for DFCM prequalified code inspectors, plan reviewers, or contractors.

Renewal is required every 18 months. Please see the DFCM website for renewal requirements.

The Modular Construction program overseen by DFCM does have required fees, but this program is not applicable to any trade performing work for DFCM or LEAs.

#15 - Continuing Education / CEUs

Will the DFCM training provide ICC or other continuing education/CEU credits for building inspectors, plan reviewers, or building officials? If so, how many credits and through which organization?

This determination would need to be made by the ICC.

#16 - LEA Self-Inspection and the 1% DFCM Fee

If an LEA is approved by DFCM to perform its own inspections and construction oversight, and DFCM collects a 1.5% fee from the project, will any portion of that fee be returned or reimbursed to the LEA to cover the cost of providing its own inspection services?

DFCM has established oversight fees that will be discussed in detail at the UFOMA Fall Conference and at the trainings provided by DFCM for those who are not able to attend the

UFOMA conference. The fee schedule has been established on a scale in which the percentage decreases as the cost of construction increases. For example, DFCM has capped the fee at .25% for project construction costs of $50M+, which is well below the allowable 1.5%.

Included in the oversight fee is: administrative costs related to program oversight, program management support staff excluding direct project management, plan review provided by the division, fire marshal plan review, permits and occupancy issued by the DFCM Building Official, required online portal software and maintenance, and trainings for LEAs, prequalified code inspectors, plan reviewers, and contractors.

The cost of inspections is not included in the oversight fee.

#17 - Existing LEA Building Officials and Inspectors

For school districts that currently employ a Building Official, building inspectors, plan reviewers, or other qualified code personnel, will those individuals continue to perform those functions for their LEA under the new DFCM oversight structure? Will they need to become DFCM-approved/prequalified inspectors?

Code inspectors and plan reviewers employed by a school district are required to prequalify with DFCM for verification of their qualifications and so they are able to be placed on the DFCM prequalified list. If a school district inspector or plan reviewer does not qualify to be on the prequalified list, or if they fail to follow through with the prequalification requirements, they will not be eligible to perform the respective functions. DFCM retains the Building Official role as we are statutorily required to issue all building permits and grant occupancy.

#18 - Compensation for DFCM Inspection Services

If an LEA employee or individual DFCM-approved inspector performs inspections on behalf of DFCM, how will that person be compensated? Will DFCM establish a standard hourly rate, inspection rate, or other compensation schedule? If so, what is the current rate structure?

DFCM currently has a rate schedule for third-party inspectors assigned to DFCM-managed projects. However, the rate schedule does not apply to LEA projects. Inspection services for LEA projects will be negotiated and contracted by the LEA with the chosen inspector. DFCM will not be involved in that negotiation or contracting process unless it is requested by the LEA.

#19 - Inspector Working for Both an LEA and a Third-Party Inspection Firm

I currently work for an LEA and also perform inspection work for a third-party inspection firm, including inspections for charter schools and private schools. Will I need to be prequalified/approved separately in both capacities, or will one DFCM prequalification apply to both my LEA inspection work and my third-party inspection work?

The qualifications requirements for inspectors is universal and applies to all LEA inspectors. LEA prequalified code inspectors are prequalified to perform inspections for any/all LEA projects, regardless of the school district or charter school.

#20 - Definition of “Inspector” vs. “Building Official”

How does DFCM intend to distinguish between an LEA Building Official, DFCM-approved inspector, third-party inspector, special inspector, and DFCM Building Official? Specifically, who will have final authority to approve inspections, issue corrections, approve work to cover, and ultimately authorize occupancy?

Under the new statute and pending administrative rule, DFCM will serve as the Building Official for public school construction, as it does for DFCM projects and other state agency projects. This is due to the code oversight requirement which includes issuing all permits, certificates of completion, and certificates of occupancy. Prequalified inspectors will not perform any of the aforementioned tasks. The training for all prequalified inspectors, LEA and third-party, at UFOMA and during the first week of October at the Taylorsville State Office Building will cover all of this information. In the meantime, you can reference the DFCM inspection policy on our website to give you an idea of how third-party inspections currently work. The referenced EDMS platform is the system all inspectors and plan reviewers will be required to use.

#21 - Mechanical/plumbing

We are currently on the Mechanical pre qualified list. Currently the mechanical also does the plumbing scopes. You are saying that if you're on the DFCM list now you will automatically be prequalified for this new format. So can you tell me if being on the mechanical list now, will we be included on the mechanical & the new plumbing disciplines both or will we have to pre qualify for the plumbing?

Since there is no current prequalified plumbing list, any contractor wishing to be included must submit an application to become a prequalified plumbing contractor.

#22 - JJ27001 – Mandatory Pre-Submittal Meeting / KV Electric, Inc.

Good afternoon, KV Electric, Inc. was recently forwarded the invitation for Solicitation JJ27001, DFCM Contractor Prequalification for Public School Construction. Unfortunately, we did not receive the invitation until after today’s mandatory pre-submittal meeting had already taken place.

We are very interested in completing the prequalification process under the Electrical Contractor classification. Is there a recording, makeup session, or another option available that would allow KV Electric to satisfy the mandatory meeting requirement and submit our qualifications by the September 9 deadline?

Please let me know what steps we need to take. We would really appreciate any guidance you can provide.

Thank you!

Bailee Walker

Office Manager / Executive Assistant

Bailee, unfortunately KV Electric will not be able to prequalify under this prequalification period. It has been posted on U3P since August 6th. Another prequalification event will open up in November. Please make sure you register and enable notifications from U3P and use commodity code 72.

#23 - meeting attendance

I do not see my name on the meeting attendance log. I entered my name/company name and email in the comment box. I attended but the sound was not working so I just took screenshots of all the slides. I was the one that commented at the end and asked if there would be a recording sent out. How can I get this addressed and added to the list?

#24 - Security Controls (Access Control & Cameras)

There was not a separate discipline for security systems. For any school project that would fall under this prequalification, how will that be handled? Would it fall under the Electrical Contractor?

The scope and contractor type will be defined at the LEA/school district level. Upgrades to an existing fire alarm system could easily be classified as an electrical project, assuming the upgrades are for wiring. DFCM realizes that there may not be disciplines that cover every project type. The advertised disciplines only represent what the statute requires. If there isn't a discipline that covers a certain project, we will deal with those on a case-by-case basis.

Keep in mind that use of the prequalified list is only required for projects valued at $500,000 or more, so being a prequalified contractor may not be a factor in many projects.

#25 - Safety program attachment

The Statement of Qualifications and Experience Form asks contractors to provide information regarding their safety policy. Should the complete safety program be uploaded as supplemental documentation with the SOQ proposal, or should we only summarize the program within the provided Statement of Qualifications and Experience Form?

Please provide a good summary. You can attach the document if you choose to.

#26 - Recent Previous application references

Regarding project references, is it acceptable to use some of the same references from our previous submission while also adding new references that better demonstrate our larger commercial construction experience?

Yes, please do.

#27 - Recent Previous application Bonding Capabilities

Along with our bonding capabilities, Will we need to obtain updated bonding documentation for the new application, or would the documentation recently provided still be acceptable?

Please provide the Bondability letter again. I believe these requirements are slightly different than what you submitted in the previous prequalification process.

#28 - References

We plan to use some of the same references in our new application that were provided in the previous one. Will these references need to complete a new Performance Reference Form, or will you use the information they have already submitted be used for this application as well?

You will need to submit a performance references form. However, if you list a project that we already have a score on record for, we will not contact them a second time. We will us the rating we have on file.

#29 - Performance References – Residential General Contracting Projects

For a contractor seeking prequalification as a General Contractor, may a completed residential general contracting project be used as a non-DFCM Performance Reference if the contractor held the construction contract directly with the owner/stakeholder, served as the original Contractor, completed the project within the past five years, and performed General Contractor work on the project?

Yes. However, references that are inclusive of only residential projects are not recommended.

#30 - Performance References – Multiple Projects for Same Stakeholder

May a contractor submit two separate qualifying projects for the same stakeholder and/or the same point of contact as two of the five required Performance References, provided each is a separate completed project and each project independently meets all Performance Reference requirements?

Yes.

#31 - Performance References – Minimum Project Size

Is there a minimum construction cost, contract value, project budget, or square footage required for a non-DFCM project to qualify as a Performance Reference for General Contractor prequalification, provided the project otherwise meets all requirements stated on the Performance References Form?

Not necessarily, but you will want to provide projects in which the contract was $500,000 or more, as this list will be for public school construction projects of that amount and larger.

#32 - Performance References – Utah School District Project

May a completed public-school construction project performed under a direct contract with a Utah school district be submitted as a non-DFCM Performance Reference if the contractor served as the original Contractor, held the contract directly with the school district, and the project otherwise meets all Performance Reference requirements?

Yes.

#33 - OnSite Development, Inc. Contact Email Incorrect

Hello the transcribed email listed on the Virtual Sign In sheet lists my email incorrectly, it should read: Ryan@onsite-development.net.

I am not sure if this is critical, but I wanted to ensure it was identified incase there is future communication send based off this information.

Thank you.

#34 - Non-DFCM project performance ratings

How does DFCM evaluate experience performed on non-DFCM related projects?

References provided for non-DFCM projects will be contacted at random and asked a series of predetermined questions. The reference will be asked to rate the Contractor on a scale of 1 (low) to 5 (high) for each question. DFCM will only contact references until a collective total of three performance ratings for non-DFCM and DFCM projects are obtained. The three performance ratings will be averaged and used in the selection scoring matrix. Contractors that fail to receive a minimum of three performance ratings may be disqualified from the selection process.

#35 - Recording of Meeting

Could I get access to the recording of the 8/26/26 meeting?

The mandatory meeting notes and PowerPoint presentation have been uploaded for your review in this U3P event under supporting documentation.

File details come from the government source that posted it. Updated .
