The solicitation seeks qualified general, electrical, fire protection systems, HVAC/mechanical, plumbing, and roofing contractors for competitive procurements with project budgets exceeding $500,000. A mandatory meeting is scheduled for Wednesday, August 26, 2026, at 1:00 PM, with in-person attendance required at the Taylorsville State Office Building or virtual attendance via Google Meet. Questions must be submitted by Monday, August 31, 2026, at 3:00 PM, with an addendum issued by Wednesday, September 2, 2026, at 3:00 PM. Statements of Qualifications proposals are due Wednesday, September 9, 2026, at 12:00 noon via the U3P portal. Prequalified contractors will be announced on Wednesday, September 30, 2026, at 5:00 PM. Prequalification is effective October 1, 2026, and valid for 18 months, with renewal documents accepted no sooner than 60 days prior to expiration. Prequalification applies only to contractors holding direct contracts with school districts, not to subcontractors.

Evaluation criteria include a Statement of Qualifications and Experience Form worth 75 points and Past Performance References worth 25 points, with contractors required to achieve a minimum overall score of 80 points and a minimum of 20 points in Past Performance References to prequalify. Performance ratings must average 4.00 or higher on a 5.00 scale. Contractors must submit required documentation including a Contractor Information Form, trade-specific SOQ forms for each discipline sought, a letter of bondability from their surety, an active State of Utah DOPL contractor license, a Termination or Debarment Certification Form, and a Performance References Form. Contractors with fewer than three active DFCM performance ratings must provide a minimum of five non-DFCM references from projects completed within the past five years. No pricing information is disclosed in this prequalification solicitation, as this process creates a pool of eligible contractors for future competitive procurements rather than awarding a specific contract.

Request for Statement of Qualifications Open-Ended Prequalification of Contractors for Public School Construction Projects

August 5, 2026

U3P Reference #JJ27001

DFCM Contractor Prequalification for Public School Construction, 7.15.2026 2

Solicitation Overview During the 2026 General Session, the State of Utah Division of Facilities Construction and Management (DFCM) was designated as the sole state authority for the oversight of public school construction projects, replacing the State Board of Education, for effective July 1, 2026 for all construction beginning January 1, 2027. Utah Code 63A-5b Part 12: Public School Construction Oversight.

This Request for Statement of Qualifications solicitation is issued in compliance with Utah Code 63A-5b Part 12. The Division of Facility Construction and Management (DFCM) public school construction oversight authority includes a requirement for DFCM to establish and maintain a registry of qualified contractors to participate in competitive procurements for public school construction projects with budgets exceeding $500,000.

The prequalification of Contractors does not replace or eliminate the competitive procurement requirement under the Utah Procurement Code - Title 63G, Chapter 6a. Rather, it creates a pool of prequalified contractors approved to participate in public school construction procurements.

This solicitation will result in a DFCM maintained list of prequalified general, electrical, fire protection system, HVAC/mechanical, plumbing, and roofing Contractors approved for participation in public school construction procurements, limited to the disciplines under which they are prequalified, advertised on or after January 1, 2027. This prequalification of Contractors is based on the minimum qualification standards provided in the Selection Criteria section of this solicitation.

Prequalified Contractors are limited to participating in competitive procurements specific to the discipline under which they achieve prequalification. For example, a Prequalified Roofing Contractor is not eligible to participate in a competitive procurement for General Contractor services. They are only eligible to participate in competitive procurements for Roofing Construction services.

Prequalification is not for subcontractors of original Contractors. Only Contractors holding contracts directly with a school district are required to be prequalified by DFCM. Subcontractors working for original Contractors who have contracted directly with a school district are not required to be prequalified by DFCM.

Ratings for completed DFCM projects over the past five years will be averaged and used in the selection scoring matrix. It is the Contractor’s responsibility to confirm and review for accuracy their DFCM performance ratings prior to the proposal deadline.

DFCM performance ratings are available for review upon request by contacting the DFCM VBS Coordinator via email at dfcm_vbs@utah.gov.

Non-DFCM Performance References If a Contractor does not have a minimum of three active DFCM performance ratings, they are required to submit references for completed non-DFCM projects completed within the past five years in which work under the trade they are seeking prequalification was performed. These references will be used to supplement any DFCM performance ratings the Contractor may have. How does DFCM rate non-DFCM projects?

References provided for non-DFCM projects will be contacted at random and asked a series of predetermined questions. The reference will be asked to rate the Contractor on a scale of 1 (low) to 5 (high) for each question.

DFCM will only contact references until a collective total of three performance ratings for non-DFCM and DFCM projects are obtained. The three performance ratings will be averaged and used in the selection scoring matrix.

Contractors that fail to receive a minimum of three performance ratings may be disqualified from the selection process.
