About this opportunity

The Maryland Department of Juvenile Services is soliciting bids for dental services at the Baltimore City Juvenile Justice Center under IFB 26-MS-BC-001/eMMA#BPM058729, with proposals due May 10, 2026. All services will be delivered on-site to male youth ages 12 to 20 referred by DJS medical staff.

Bidders must submit fully loaded hourly rates for dentist services for each of five contract years based on an estimated 16 clinic hours per week for 52 weeks annually (832 maximum clinic hours per year). The bid form requires bidders to calculate total five-year cost; evaluation will rank bids from lowest to highest total price per COMAR 21.02.13, with award to the lowest-priced responsive offer from a responsible bidder.

The scope encompasses comprehensive dental care — preventive, diagnostic, and restorative services — organized under a five-class triage system prioritizing emergency care (Class 1), urgent and expedited scheduling (Class 2a and 2b), moderate-priority care (Class 3), low-priority preventive care (Class 4), and deferred post-discharge care (Class 5). Services include prophylaxis with fluoride, comprehensive examinations, caries management, periodontal care, endodontic procedures, and oral surgery; off-site referrals to oral surgeons, endodontists, and orthodontists are designated for specialized cases. Documentation requirements include dental encounter forms with ICD-9 coding, clinic logs, and monthly invoices conforming to the DJS template.

The contractor must comply with HIPAA Business Associate Agreement requirements, OSHA standards, PREA protocols, bloodborne pathogen standards, and Maryland's Confidentiality of Medical Records Act. A Non-Disclosure Agreement and Hiring Agreement with the Maryland Department of Human Services (prioritizing Family Investment Program recipients and foster care youth) are mandatory. The contractor must maintain familiarity with the ASSIST system and facility operations based on Average Daily Population metrics. Bidders must hold SBE, MBE, or VSBE certification status, report drug-free workplace compliance, and, if the contract exceeds $200,000, file a Registration Statement and contribution statements with the State Board of Elections.
