About this file

This is a policies and procedures reference document for the Maryland Department of Juvenile Services (DJS) related to dental services procurement at the Baltimore City Juvenile Justice Center (BCJJC). The document outlines the key definitions, abbreviations, and regulatory framework governing a dental services contract for male youth ages twelve to twenty detained at BCJJC. The referenced Invitation for Bids (IFB) seeks to procure dental services to be performed on-site in the BCJJC dental suite, with services delivered to youth referred by DJS medical staff. The solicitation document incorporates numerous state policies addressing healthcare delivery, including protocols for access to healthcare and outside referrals, chronic care management, communicable disease management, dental care procedures, emergency health services, pharmaceutical services, informed consent, and youth grievances. The contract will commence upon signing by the Department following required approvals, with an official go-live date specified in the Notice to Proceed (NTP), at which point the contractor must begin providing all required services.

The document establishes the contractual framework, defining key roles including the Procurement Officer as the sole point of contact prior to award and the Contract Monitor as responsible for contract administration, compliance monitoring, and oversight. The solicitation requires compliance with the Maryland State Finance and Procurement Article and incorporates specific certifications for Minority Business Enterprises (MBEs) and Veteran-owned Small Business Enterprises (VSBEs) as defined under COMAR regulations. The contract incorporates mandatory compliance with HIPAA regulations, OSHA standards, PREA requirements, and bloodborne pathogen protocols. Bidders must demonstrate familiarity with DJS systems including ASSIST (Automated Statewide Support and Information Systems Tool) and understand facility operations based on Average Daily Population (ADP) metrics. The successful contractor will be required to maintain confidentiality, implement information security protocols, and comply with all specified healthcare policies and procedures outlined in the DJS policy framework.
