About this opportunity
The Los Angeles County Metropolitan Transportation Authority is requesting bids on crane and crane operator rental services under IFB No. OP140719, with bids due October 8, 2026 at 10:00 a.m. and a pre-bid conference scheduled for September 10, 2026 via Microsoft Teams. This is a federally funded contract subject to prevailing wage requirements, DBE participation tracking, and federal compliance obligations including Drug and Alcohol Prevention (49 CFR Part 655) and Federal Lobbying Requirements (49 CFR Part 20).
The scope covers a three-year base contract for crane rental services with operators capable of handling rated loads up to 2,000 pounds with a 100-foot boom, deliverable to any Metro location throughout Los Angeles County. Crane operators must complete Metro's Rail Safety Certification Class (provided free at two Metro facilities). The contractor must maintain a project manager and alternate contact, remain available 6:30 a.m. to 5:00 p.m. Monday through Friday, and respond to service requests within twenty-four hours. All personnel must be at least 18 years old and speak and understand English; designated lead personnel must read, write, speak, and understand English. The contractor provides all labor, equipment, materials, supplies, transportation, and safety equipment (ANSI-approved safety vests, hard hats, glasses, hazard-resistant shoes) in compliance with Cal-OSHA requirements.
The Schedule of Quantities and Prices (Exhibit 2) requests unit rates for 40-ton crane services covering an estimated 40 four-hour service calls (each inclusive of labor, overhead, benefits, travel, and 2 hours of service), safety training, and a $2,000 permits allowance. No DBE goal was established due to insufficient DBE availability or lack of identified subcontracting opportunities, though bidders must identify all proposed subcontractors and suppliers. The contract operates on a Firm Fixed Unit Rate basis with progress payments made within thirty days (fifteen days for certified DBE or SBE prime contractors), with ten percent retainage reducing to five percent after fifty percent completion if performance is satisfactory.
Contractors must be pre-qualified with Metro and registered with the California Department of Industrial Relations prior to bid submission. Questions are due September 17, 2026, with LACMTA issuing responses by September 24, 2026. Bids are submitted electronically to bids@metro.net with virtual bid opening at 2:00 p.m. October 8. Award goes to the lowest-priced responsive and responsible bidder. The contract is subject to prevailing wage requirements (California State Determination CA-2026-1 and Federal Determination CA20260022 Modification 5), mandatory contractor registration with the California Department of Industrial Relations (penalties up to $8,000 for non-registration), apprentice hiring at 20% minimum of journeyman hours, and prevailing wage monitoring through LCPtracker. All required forms including ethics declarations, general certifications, noncollusion affidavits, and debarment certifications must be submitted; failure to submit all forms may render the bid non-responsive.
