About this opportunity
The West Virginia Department of Administration Purchasing Division is requesting bids for window replacement at the Joint Forces Headquarters, a West Virginia Army National Guard facility in Charleston, with bids due September 14, 2026, at 1:30 p.m. EST under CRFQ ADJ2700000021. The mandatory pre-bid meeting was held September 1, 2026; vendor technical questions were due September 3, 2026. Addendum 3, posted September 4, 2026, moved the bid opening from September 9 to September 14.
The base bid requires removal and installation of fourteen blast mitigation aluminum storefront windows; an alternate adds six additional windows. All work must comply with ATFP Window Standards UFC 4-010-01, the International Building Code, and applicable federal, state, and local codes. Specifications include dark bronze anodized finishes for both storefront and curtainwall systems; Dow Corning 795 sealant; Tubelite as an acceptable alternative storefront manufacturer; standard annealed laminated glass meeting manufacturer blast test specifications; and infill work above and below new windows using insulated panels matching new window appearance. Scope includes removal of the existing awning and installation of a new awning priced separately, asbestos testing and removal, painting of steel lintels, field verification of dimensions and material quantities, final cleanup, and final inspection. A one-year warranty on all parts, labor, and materials is required. Contractors must have a minimum of five years of experience and successful completion of at least five similar window installation projects.
Bids must include a bid bond equal to 5% of total bid amount; performance and labor/material payment bonds equal to 100% of contract value are required before award. Pricing shall be submitted as a flat fee with separate line items for General Requirements, Selective Demolition, Rough Carpentry, Joint Sealants, and Finishes. Liquidated damages are $1,500 per day of delay plus a one-time fixed cost of $1,250 for Staff Judge Advocate review if work is not completed by the contract completion date. Award is contingent upon receipt of federal funding; vendors must honor pricing for 60 days from bid opening. A signed and notarized drug-free workplace affidavit complying with West Virginia Code 21-1D-5 must be submitted with the bid. Contact buyer David H. Pauline at 304-558-0067 or david.h.pauline@wv.gov.
