About this file
This Addendum No. 3 is issued by the West Virginia Department of Administration Purchasing Division on behalf of the Department of the Army Joint Forces Headquarters (JFHQ) for a construction window replacement project at the West Virginia Army National Guard facility in Dunbar, West Virginia. The solicitation (CRFQ ADJ2700000021) requests the provision and installation of fourteen (14) windows as the base bid (Contract Item #1) and an additional six (6) windows as Alternate #1 (Contract Item #2), with all work to be performed per attached plans and specifications. The mandatory pre-bid meeting was held on September 1, 2026, at 10:00 a.m. EST, with vendor technical questions due by September 3, 2026, at 11:00 a.m. EST. This addendum modifies the bid opening date and time to September 14, 2026, at 1:30 p.m. EST and provides responses to eight vendor questions regarding product specifications and installation requirements. Bids should be submitted to the Department of Administration Purchasing Division, located at 2019 Washington Street East, Charleston, West Virginia 25305, with invoicing and shipping directed to the Adjutant General's Office at 1707 Coonskin Drive, Charleston, West Virginia.
Key modifications clarified in this addendum include approval for the use of Dow Corning 795 sealant in place of Dow Corning 995, waiver of the manufacturer's field service representative requirement, acceptance of Tubelite as an alternative storefront manufacturer, confirmation that no doors or door hardware are required, specification that dark bronze anodized finishes are required for both storefront and curtainwall systems, and confirmation that standard annealed laminated glass meeting manufacturer blast test specifications is acceptable. Additionally, the addendum specifies that infill work above and below new windows must utilize insulated panels matching the appearance of the new windows from photographs of a previous project, with removal of the existing awning included in the project scope. All provisions of the original solicitation and prior addenda remain in effect except as modified herein, and vendors are required to acknowledge receipt of all addenda to avoid bid disqualification.
