The mandatory pre-bid meeting was held July 29, 2026, at 10:00 AM EST; vendor technical questions were due August 17, 2026, at 11:00 AM EST. This is Addendum No. 2 to the original solicitation.

The scope covers elevator maintenance and repair at multiple WV National Guard locations including Charleston, Kingwood, Montgomery, Martinsburg, Fairmont, Williamstown, Glen Jean, and Buckhannon. The contract is a multi-vendor award, open-end master agreement for ongoing services. Vendors must field-verify equipment at each facility during the two-week period following the pre-bid meeting. Services include preventive maintenance for elevator models manufactured by Dover, Kone, Otis, Virginia Controls, Schindler, Thyssen-Krupp, and National Wheelovator. Vendors must comply with ASME A17.1/CSA B44 safety code, maintain 24-hour emergency telephone service, respond to corrective maintenance calls within two hours and arrive on-site within four hours, and achieve a minimum 80% passing rate for annual elevator inspections. All preventive maintenance labor and parts are included in a monthly charge; corrective maintenance is billed hourly for labor plus parts at vendor cost multiplied by a specified markup. Vendors must provide a 12-month warranty on all labor and maintain continuous inventory of replacement parts.

The total contract value shall not exceed $500,000 in accordance with West Virginia Code 5-22-1(a)(5), inclusive of all initial and renewal periods, delivery orders, and change orders. The contract may be renewed upon mutual written consent in successive one-year periods. Pricing submissions use Exhibit C Pricing Pages with commodity code 72154010. Vendors must acknowledge receipt of all addenda or risk bid disqualification. Inquiries should be directed to buyer David H. Pauline at 304-558-0067 or david.h.pauline@wv.gov.
