About this opportunity

The City of Portland, Oregon Procurement Services is requesting bids on replacing two existing 300-HP steam boilers with three new 400-HP hot water boilers at the Columbia Boulevard Wastewater Treatment Plant (CBWTP) under Bid Number 2271748034, with bids due September 1, 2026 at 2:00 p.m. and prequalification applications due August 18, 2026 at 4:00 p.m. Two distinct prequalifications are mandatory: Special Class 33 for CBWTP Boiler Replacement Projects (Prime Contractors only, minimum $5.5 million) and Special Class 33 for CBWTP Systems Integration (Prime or Subcontractors, minimum $350,000).

Prime contractor applicants must demonstrate a minimum of five years of industrial or heavy mechanical construction experience, at least one comparable boiler replacement project completed within the past ten years in operating municipal or industrial facilities while maintaining continuous operations, and qualified project management and superintendency personnel with five years of experience. Systems integrator applicants must provide five years of experience integrating boiler control systems in municipal or industrial facilities and documentation of at least two comparable projects completed within the past seven years, valued at a minimum of $350,000 for the systems integration portion and similar in scope and complexity to the proposed project.

The scope includes three new 400-HP hot water boilers with related piping, controls, and integration into an existing PLC system. Flue gas recirculation piping shall conform to Section 23 51 19 specifications without outer pipe. Barometric dampers are prohibited in packaged boiler bids. Gas regulators must be rated for 20 psi. Local boiler control panels will connect to the existing PLC rather than requiring a master panel from the contractor. Bid, payment, and performance bonding is required. Oregon prevailing wage rates effective July 5, 2026 apply. Questions are directed to Emmanuel Amunga, Senior Procurement Specialist, at emmanuel.amunga@portlandoregon.gov. Four addenda have been issued, with the most recent (Addendum 4) clarifying FGR piping materials, prohibiting barometric dampers, and correcting specification section references on plan sheets.
